O presente trabalho versa sobre a problemática das políticas ambientais e das estratégias territoriais de regulação, proteção ou conservação do patrimônio natural no contexto do desenvolvimento e do processo de urbanização moderna e seus efeitos socioambientais. Tal arcabouço aponta para o objetivo geral de compreender os nexos, as ideias e os modos de operação de políticas e programas municipais, tendo como principal elemento do objeto de estudo os parques urbanos municipais existentes em São Paulo. Em termos específicos, a questão central que se coloca é: quais foram as concepções de parque utilizadas e as motivações que pautaram a implantação daqueles parques que, atualmente (dados de 2018), sofrem pressões socioambientais? Tais parques foram planejados tendo sido oportunizado, circunstancialmente, recortes de áreas verdes da cidade ou contemplou um planejamento vinculado à sua função e uso potenciais? Para responder ao objetivo proposto, busca-se investigar, através de fontes primárias e secundárias, os documentos que formalizam a necessidade e a origem territorial e social que tais espaços assumem; bem como os instrumentos legais, a organização político- administrativa que orquestra as políticas territoriais e, principalmente, a dimensão da participação social na gestão ambiental desses espaços que atravessa a visão e a discussão sobre a noção de cidade apoiada na sua aparência e, logo, na construção da imagem que seus habitantes fazem desse espaço.

This work deals with the environmental policies and the territorial strategies of regulation, protection or conservation of the natural heritage, in the scenario of development and modern urbanization process and its socio-environmental effects. This framework"s general objective is to comprehend the linkages, the ideas and the operation methods of municipal policies and programs, having as main study object the urban municipal parks of São Paulo. In specific terms, the main question is: which was the conception of park used and what inspired the implementation of those parks that, nowadays (data from 2018), suffer from socio-environmental pressures? Were those parks planned using the circumstantial division of the city"s green area or was it a planning based on its function and potential uses? To answer the proposed objective, the work aims to investigate, using primary and secondary sources, the documents that formalize the need and the territorial and social origin that these areas assume. It also investigates the legal instruments and the political- administrative organization that orchestrates the territorial policies and, mainly, the dimension of social participation in the environmental management of these areas, crossing the vision and the discussion about the notion of city based on its appearance and, therefore, in the image that the habitants made of this place.
