A ruptura de uma barragem, embora seja um acidente pouco frequente, pode estar associada a danos potenciais muito significativos no vale a jusante. A Política Nacional de Segurança de Barragens (PNSB), implementada pela Lei Federal n° 12.334/2010, foi um marco para o fomento da cultura de segurança de barragens. Entretanto, os acidentes ocorridos nos últimos 10 anos, em especial Mariana e Brumadinho, ressaltaram a importância de operar, monitorar e manter uma gestão adequada destas estruturas. Ao avaliar especificamente os empreendedores de barragens de usos múltiplos, verifica-se uma grande lacuna a ser preenchida por fiscalizadores e empreendedores. Nesse sentido, esse trabalho tem como objetivos a compilação e consolidação dos principais elementos legais, institucionais, gerenciais e práticos ligados à gestão da segurança de barragens no ambiente nacional e formação de um painel atualizado sobre as ações empreendidas pelos proprietários e detentores destas estruturas, tanto do lado gerencial, quanto tecnológico. O estudo de caso foi necessário para possibilitar a análise de práticas já existentes em barragens de usos múltiplos, e que possam ser disseminadas. Nesse escopo, as experiências das companhias de saneamento Embasa e Sabesp foram obtidas para exemplificar as medidas de gestão que possam ser empregadas, de maneira a contribuir com a disseminação de informações relevantes para auxiliar no fortalecimento da cultura de segurança de barragens no Brasil.

The dam break, although a rare accident, could be associated with significant potential damage in the downstream valley. The National Dam Safety Policy (PNSB), implemented by Federal Law No.12,334/2010, was a milestone for the promotion of a dam safety culture. However, the accidents that occurred in the last 10 years, especially in Mariana and Brumadinho, highlighted the importance of operating, monitoring, and maintaining adequate management of these structures. When specifically evaluating developers of multiple-use dams, there is a broad gap to be filled by inspectors and developers.In this sense, this work aims to compile and consolidate the main legal, institutional, managerial and practical elements related to dam safety management in the national environment and the formation of an updated panel on the actions taken by the owners and holders of these structures, both on the management side, as well as technological. The case study was necessary to enable the analysis of practices that already exist in dams with multiple uses, and that can be disseminated. In this scope, the experiences of the sanitation companies Embasa and Sabesp were obtained to exemplify the management measures that can be used to contribute to the dissemination of relevant information to help strengthen the dam safety culture in Brazil.
