A área central do município de São Paulo apresenta um elevado déficit habitacional frente a um parque imobiliário vago e obsoleto, o que resulta em um constante conflito social, motivado pelos movimentos populares de moradia, através das ocupações desses imóveis. Este trabalho, com base em três estudos de caso, identifica e sistematiza os pontos relevantes que devem ser considerados, culminando nas diretrizes a serem seguidas no estudo de viabilidade de empreendimentos de habitação de interesse social, realizados por meio da reabilitação de edifícios antigos, ou seja, produzir moradias para a população de baixa renda recuperando imóveis obsoletos. As diretrizes estão dividas de acordo com os serviços de execução da obra, nos quais está destacado o que deve ser avaliado e como avaliar cada um dos itens relevantes para o processo.

The central area of the city of São Paulo presents a high dwelling deficit in comparison to a vague and obsolete mass of buildings, which results in constant social conflict, moved by popular living movements, through illegal of those buildings. This work, based on three case studies, identifies and groups the relevant points that should be considered, leading to the premises to be followed in the feasibility study of social interest building implementation, made through the recovery of old buildings, meaning, producing means of living for the low income population recuperating obsolete buildings. The guidelines are divided and based on the services, in which is detached what should be evaluated and how to evaluate each one of the relevant items for the process.
