A gestão de portfólio das distribuidoras de energia tem sofrido diversas modificações e esbarrado em novos desafios a cada ano. O processo da migração de consumidores ao mercado livre, que passou a se intensificar a partir de 2016, trouxe à tona problemas de ineficiência nos mecanismos de redução contratual para a energia contratada pelas Distribuidoras para atender a seu mercado, culminando em cenários de excedentes de energia por parte das companhias. Tal problema, cuja solução vem sendo discutida nos últimos 7 anos, tende a ser intensificado com a abertura do mercado livre ao consumidor de baixa tensão, evento que vem sendo analisado pelo Ministério de Minas e Energia e que se avalia que deva ocorrer em um futuro próximo. A estruturação de um mercado varejista robusto, portanto, é um objetivo desejado para evitar que os custos sistêmicos se apresentem como um impeditivo para o avanço da liberação do setor. Este trabalho aborda uma proposta para endereçar tal questão, buscando avaliar a amplitude do problema da sobrecontratação atual e frente a diferentes cenários de migração possível e sugerindo possibilidades para reduzir os impactos e absorvê-los pelos consumidores cativos e livres do país, a depender das taxas de migração visualizadas no decorrer do processo.

The portfolio management of energy distributors has undergone several changes and has faced new challenges every year. The increased migration of consumers to the free market, which began to intensify in 2016, brought to light efficiency problems in contract reduction mechanisms, culminating in energy surplus scenarios by companies. This problem, whose solution has been discussed for the last 7 years, tends to be intensified with the opening of the free market to low voltage consumers, an event that has been analyzed by the Ministry of Mines and Energy and which should occur in the near future. The structuring of a robust retail market is therefore a desired goal to prevent systemic costs from becoming an impediment to the progress of the sector's liberation. This work discusses a proposal to address this issue, seeking to assess the extent of the overcontracting problem - current and in the face of different possible migration scenarios - and suggesting possibilities to reduce the impacts and absorb them by the country's regulated and free agents, depending on the migration rates visualized in the course of the process.
