Este trabalho apresenta uma sistemática para análise operacional de um porto e avaliação de sua capacidade associada a níveis de serviço pré-estabelecidos. Dois modelos foram desenvolvidos para a aplicação dessa sistemática, o primeiro baseado em teoria de filas e o segundo utilizando técnicas de simulação, com a aplicação da linguagem GPSS. De posse desses modelos e a partir do conhecimento das características do porto em estudo, das demandas de carga esperadas e de níveis de serviço global e setoriais desejáveis, é possível avaliar o desempenho do porto em questão, com a consequente identificação de seus componentes críticos, sejam eles o número de berços, a baia de espera, um dado setor de armazenagem, o transbordo porto/navio, o transbordo porto/rodovia, o patio ferroviário, a alfandega, etc. O trabalho foi desenvolvido segundo uma abordagem sistemática, permitindo, dessa forma, uma maior compreensão do problema portuário em questão.

This study presents a systematic approach for operational analysis of a port and evaluation of its capacity associated to pre-estabilished levels of service. Two models were developed for this purpose: one based on queueing theory and another based on the technique of simulation, with the aid of the GPSS General Purpose Simulation System Language. With these models and the knowledge of the characteristics of the port under study, of the expected cargo demands and of the desirable global and sectorial levels of service, it is possible to evaluate the performance of this port, with the consequent identification of its critical components, such as the number of berths, the anchorage bay, a particular storage place, the railway yard, the custom-house, etc. This study was developed accordings to a systemic approach, allowing a better comprehension of the port planning problem in consideration.
