Esta dissertação apresenta uma análise da cadeia da distribuição física internacional de produtos pesqueiros dos dois principais representantes da pescaria latino-americana - Chile e Peru. Com a finalidade de mostrar o quadro geral em que o problema estudado se encaixa, são apresentadas inicialmente noções básicas sobre os recursos pesqueiros, sua exploração e industrialização, bem como são discutidos os aspectos sociais e econômicos das atividades pesqueiras e ordenamento legal para o controle das pescarias. A seguir são discutidos aspectos gerais e a base legal do comércio internacional, e são apresentadas as principais características do mercado internacional de produtos pesqueiros com ênfase para o caso do Chile e Peru. Os componentes da cadeia de distribuição física internacional de produtos são então descritos e seus custos são analisados, preparando o embasamento necessário para um estudo de caso em que se faz uma comparação entre as cadeias de distribuição física internacional de produtos pesqueiros do Peru e Chile. O estudo de caso for desenvolvido a partir da coleta de informações, por meio de entrevistas com os responsáveis pelo setor de distribuição das principias empresas do setor pesqueiro no Chile e no Peru. Foram identificados, na análise do material coletado, os principais fatores que intervêm no processo de estabelecimento das diferenças entre as condições de cada país. Para complementar a pesquisa foi apresentado um procedimento, baseado numa matriz de custos e tempos a fim de estimar o custo global da cadeia de distribuição física internacional e o respectivo tempo total de trânsito. Este procedimento permite estimar os preços e venda em termos dos diferentes termos de comércio internacional e, mediante comparação como os preços referenciais de mercado, fornece aos exportadores elementos para a escolha do termo de comércio exterior mais vantajosa. São mostrados exemplos de aplicação desse ) procedimento às exportações de produtos pesqueiros do Chile e Peru.

This dissertation presents an analysis of the chain of the international physical distribution of fishing products of the two main representatives of American Latin fishery-Chile and Peru. With the purpose of showing the general chart in which the studied problem fits, basic notions about fishing resources, their exploration and industrialization are initially presented, as well as social and economic aspects of the fishing activities and the legal ordination of fisheries are discussed. General aspects and the legal base of international trade are discussed and the main characteristics of international market of fishing products, with emphasis to Chile and Peru cases, are presented. The components of the international physical distribution chain are then described and their costs are analyzed, preparing the required background for a case study in which the international physical distribution chains of the fishery products of Chile and Peru are compared. This case study is developed from the information obtained by mean of interviews with the responsible people for the distribution sector of the main fishing companies in Chile and Peru. Of the analysis of the collected material, the main factors which take part in the process are identified and the differences between the current conditions of each country are established. In order to complement the research, it is presented a procedure based on a cost and time matrix to estimate the overall cost of theinternational physical distribution chain and the respective total traffic time. This procedure allows the estimation of the sale prices for different terms of international trade and, by means of comparing them with the market reference prices, provides the exporters with decision elements to choose which term of international trade is the most advantages. Examples of application of this procedure to fishing product export of the Chile and Peru are shown.
