Dentro de uma estrutura democrática, parece comum o entendimento de que os processos sociais de participação cidadã necessitam de dinâmicas capazes de aprimorar a capacidade de diálogo das pessoas. O diálogo, nesse caso, representa a capacidade e escutar, de falar, de interagir, ou ainda responder à sociedade sobre suas questões, demandas, indagações. Mas essa pesquisa procurou lembrar que, dentro da noção de diálogo também existem forças que operam: entre a fala e a escuta; na noção sobre quem fala e quem se deixa falar; e, ao falar, quem se escolhe escutar. A pesquisa teve como objetivo observar como iniciativas independentes de comunicação, responsáveis por implementar novas práticas (edu)comunicativas no Brasil têm fortalecido dinâmicas mais democráticas ao favorecer, em suas metodologias, que as diferentes vozes sociais, além de expressadas e escutadas, criem capacidade de interagir com as estruturas sociais com as quais convivem. O estudo de campo teve como base entrevistas com gestores de 17 organizações de mídia independentes que estão desenvolvendo formas para se comunicarem com grupos sociais historicamente silenciados nas dinâmicas sociais, e com isso, gerando outras possibilidades de participação, capazes de valorizar as diferentes vozes, em sua pluralidade e diversidade.

Inside a democratic structure, it appears to be of a common understanding, that social processes of citizen participation, needs dynamics capable of improving the dialogue capacity of the people. Dialogue, in this case, represents the ability to listen, to speak, to interact, or even to respond to the society about its issues, demands and inquiries. Notwithstanding, this research tried to recall that, in the notion of dialogue, there are also existing forces that operate: between speech and listening; in the notion of who speaks and who allows themselves to speak; and while speaking, who decides to listen. The research aimed to observe how independent communication initiatives, responsible for implementing new (edu)communicative practices in Brazil, have been strengthening more democratic dynamics while favouring, in its methodologies, that different social voices, not only are expressed and heard, but also create the capacity to interact with the social structures in which they coexist. The field study was based on interviews with 17 independent media organizations managers, that are developing ways to communicate with historically silenced social groups in its social dynamics, and thus, generating new possibilities for participation, capable of valuing these different social voices (in its plurality and diversity).
