Esta pesquisa teve por objetivo analisar e discutir o processo que leva à assimetria informacional na relação Estado e sociedade em Rondônia, especificamente no contexto da informação orçamentária e financeira. Para tanto, foi realizado estudo comparativo sobre atributos da qualidade da informação do setor público, na estrutura do governo do estado de Rondônia, na perspectiva de especialistas na área e na perspectiva dos usuários da informação produzida e divulgada pelo governo estadual. A pesquisa partiu do pressuposto que a relação entre Estado e sociedade é tipificada como uma relação de agência e, desta forma, há conflitos entre as partes, sendo uma das fontes desses conflitos, dificuldades que o cidadão usuário da informação do setor público tem em acessar e compreender as informações produzidas e divulgadas pelo Estado. Trabalhou-se com as hipóteses de que a informação não alcança a qualidade desejada pelos seus potenciais usuários tanto do ponto de vista da forma, quanto do conteúdo; que um estudo considerando as diferentes perspectivas sobre qualidade da informação dos atores envolvidos na relação e o cotejamento da literatura pode contribuir para subsidiar processo de qualificação da produção e divulgação das informações prestadas pelos gestores públicos do governo do estado de Rondônia; e que o TCE-RO, como usuário interno da informação do estado de Rondônia, atua como mediador no processo de melhoria da qualidade da informação ao governo estadual, a partir de suas principais competências e atribuições, restando limitada a atuação dos usuários externos de desempenharem esse papel. A pesquisa teve caráter exploratório, fundamentada em portfólio bibliográfico e em entrevistas com fornecedores e usuários da informação em Rondônia. Os resultados da pesquisa confirmam as hipóteses 2 e 3 e apontam a insatisfação dos usuários externos, com destaque para a ausência de neutralidade, dificuldades de interatividade e comparabilidade da informação e em se obter a informação em sua plenitude (completude e quantidade apropriada), e também, a existência de assimetria informacional na relação Estado e sociedade em Rondônia, que decorre de uma informação enviesada, não interativa e incompleta, que prejudica a acessibilidade dessa informação em sua plenitude.

This research aimed to analyze and discuss the process that leads to informational asymmetry in the relationship between State and society in Rondônia, specifically in the context of budget and financial information. Therefore, a comparative study was carried out on attributes of the quality of public sector information, in the structure of the state government of Rondônia, from the perspective of specialists in the area and from the perspective of users of the information produced and disseminated by the state government. The research assumed that the relationship between State and society is typified as a relationship of agency and, therefore, there are conflicts between the parties, being one of the sources of these conflicts, difficulties that the citizen user of public sector information has in accessing and understand the information produced and disseminated by the State. We worked with the hypotheses that the information does not reach the desired quality by its potential users, both in terms of form and content; that a study considering the different perspectives on the quality of information of the actors involved in the relationship and the comparison of literature can contribute to support the qualification process of the production and dissemination of information provided by public managers of the government of the state of Rondônia; and that the TCE-RO, as an internal user of information in the state of Rondônia, acts as a mediator in the process of improving the quality of information to the state government, based on its main competencies and attributions, with the role of external users being limited to that role. The research was exploratory in nature, based on a bibliographic portfolio and on interviews with information providers and users in Rondônia. The survey results confirm hypotheses 2 and 3 and point out the dissatisfaction of external users, highlighting the lack of neutrality, difficulties in interactivity and comparability of information and in obtaining the information in its fullness (completeness and appropriate quantity), and also, the existence of informational asymmetry in the relationship between State and society in Rondônia, which results from biased, noninteractive and incomplete information, which impairs the accessibility of this information in its fullness.
