A pesquisa investiga as práticas do governo eletrônico, com o objetivo de verificar se o Estado, de fato, considera a pluralidade dos cidadãos brasileiros nos processos de concepção e implementação de e-gov. Parte-se da hipótese de que o governo eletrônico não é acessível ao cidadão comum, pois sua concepção não se fundamenta em estudo de usuário; e que os serviços são concebidos na perspectiva ofertista-linear, isto é, como vitrine de eventuais serviços prestados pelo Estado, mas sem considerar aspectos de acessibilidade física e cognitiva dos potenciais usuários. A pesquisa é de caráter exploratório, fundamentada em referencial teórico e análise do portal de 3 (três) instituições que oferecem serviços de interesse público: Instituto Benjamin Constant, Tribunais Especiais do Tribunal de Justiça do Estado do Rio de Janeiro e a Prefeitura da cidade do Rio de Janeiro. A análise dos portais foi realizada na perspectiva técnica, pelo pesquisador, considerando os princípios de usabilidade, de acordo com as Heurísticas de Nielsen e os princípios de Desenho Universal; e na perspectiva de seus usuários, considerando suas facilidades e/ou dificuldades na realização de tarefas sugeridas . A pesquisa inclui um estudo netnográfico, visando complementar informações sobre as formas de interação dos usuários com as respectivas instituições no ambiente digital. Os resultados mostram que, apesar dos esforços percebidos nos diferentes órgãos analisados, é imprescindível rever as bases que fundamentam a concepção dos serviços de e-gov , incluindo estudo dos potenciais usuários, para possibilitar maior interação com os cidadãos e garantir seu acesso aos serviços, condição inerente ao exercício da cidadania.

The research investigates the practices of electronic government, with the objective of verifying if the State, in fact, considers the plurality of Brazilian citizens in the processes of conception and implementation of the e-gov. It is considered as a hypothesis that electronic government is not accessible to the common citizen, since its conception is not based on user studies; and that the services are conceived in the linear-provider perspective, that is, as a showcase of eventual services provided by the State, but without considering aspects of physical and cognitive accessibility of potential users. The research is exploratory, based on theoretical framework and analysis of the portal of 3 (three) institutions that offer services of public interest: Benjamin Constant Institute, Special Courts of the Court of Justice of the State of Rio de Janeiro and City Hall of Rio de Janeiro . The analysis of the portals was carried out from a technical perspective, by the researcher, considering the principles of usability, according to Nielsen's Heuristics and the principles of Universal Design; and from the perspective of its users, considering its facilities and/or difficulties in carrying out suggested tasks. The research includes a netnographic study, aiming to complement information on the forms of interaction of users with the respective institutions in the digital environment. The results show that, despite the efforts perceived in the different public agencies analyzed, it is essential to review the bases that underlie the conception of e-gov services, including the study of potential users, to enable greater interaction with citizens and guarantee their access to services, inherent condition for the exercise of citizenship.
