Esta tese analisa a aplicação dos conceitos de regime de informação e mediação no contexto da implementação de políticas direcionadas ao desenvolvimento sustentável no estado de Rondônia. Propôs-se, nesse sentido, a verificar como se instaurou, se consolidou e se modificou o regime de informação em torno dessas políticas, bem como quais as estratégias utilizadas para a realização das mediações da informação com a sociedade. Buscou-se, para tanto, identificar e analisar os atores sociais, os dispositivos, os artefatos de informação e os contextos econômico, social, cultural e político em que o regime de informação foi criado, consolidado e alterado. As concepções de regime de informação e mediação são exploradas considerando a discussão sobre política e poder presentes nos dois conceitos, quando aplicados às informações sobre o desenvolvimento sustentável em Rondônia. Abordam-se as mediações a partir da aproximação dos conceitos de redes primárias e secundárias e mediação explícita e implícita, bem como na perspectiva gramsciana de hegemonia, em que se discute a noção de compartilhamento do poder de decisão. Para viabilizar a pesquisa, foram coletados dados, mapas e documentos disponíveis em arquivos de órgãos públicos e privados. A análise do material obtido permitiu concluir que são válidas as hipóteses e as categorias utilizadas, evidenciando os atores, o conjunto de normas, regras e governança, os artefatos e as ações de informação, bem como as mediações existentes no processo, incluindo o compartilhamento de informações e de conhecimento entre os atores do regime de informação do desenvolvimento sustentável em Rondônia.

To analyze the application of the concepts of information and mediation regime in the context of the implementation of policies aimed at sustainable development in the state of Rondonia. It was proposed to verify how the information regime was established, consolidated and modified around these policies, as well as to verify which strategies were used to carry out the information mediations with society. The aim was to identify and analyze the social actors, the devices, the information artifacts and the economic, social, cultural and political contexts in which the information regime was created, consolidated and altered. The conceptions of the information and mediation regime are explored considering the discussion on politics and power present in the two concepts, when applied to information on sustainable development in Rondonia state. Mediations are approached from the approximation of the concepts of primary and secondary networks and explicit and implicit mediation, as well as from the gramscian perspective of hegemony, where the notion of sharing decision-making power is discussed. Data, maps and documents available in public and private organ archives were collected in order to make the research possible. The analysis of the material obtained allowed us to conclude that the hypotheses and categories used are valid, highlighting the actors, the set of norms, rules and governance, the artifacts and the actions of information, as well as the mediations existing in the process, including information and knowledge sharing among actors of the sustainable development information regime in Rondonia.
