A avaliação, regulação e supervisão de cursos de graduação em Instituições de Ensino Superior (IES) envolvem sujeitos, documentos e fluxos que precisam estar definidos, organizados e representados para atingir a missão institucional. Esta tese tem como objetivo propor um modelo de sistema de organização, representação e fluxos, a partir de relações interdisciplinares, denominado Sistema Teórico de Informação e Conhecimento, para contribuir com os processos de avaliação, regulação e supervisão de cursos de graduação de IES. Apresenta uma análise das relações interdisciplinares entre os estudos teórico-metodológicos da Organização e Representação do Conhecimento e de mapas conceituais, mentais e cognitivos com a Gestão da Informação e as abordagens dos processos sociocognitivos que impactam no conhecimento, organização, representação e fluxos institucionais. Para tanto, definiu-se o estudo de caso como método de pesquisa e a Fundação Universidade Federal de Rondônia como unidade-caso. O resultado demonstrou que a Organização e Representação do Conhecimento contribuem com a Gestão da Informação em IES, através de mapas conceituais, mentais e cognitivos, que auxiliam os sujeitos na organização e representação de conceitos constantes em documentos, no fluxo de apropriação e representação do conhecimento e no estabelecimento de fluxos informacionais necessários aos processos avaliativos e regulatórios de cursos de graduação. O resultado direciona, ainda, para a compreensão da importância da aceitação e ampliação da tese de que os mapas cognitivos, mentais e conceituais podem ser utilizados não só como instrumento do Sistema Teórico de Informação e Conhecimento, mas no contexto de produção, representação e difusão do conhecimento. Conclui-se que a área da Organização e Representação do Conhecimento contribui para a modelagem do Sistema Teórico de Informação e Conhecimento, por meio de conceitos, relações conceituais e categorias analíticas, utilizando mapas conceituais, mentais e cognitivos como instrumentos de organização, representação e fluxos institucionais. Conclui-se, ainda, que são necessárias ações do sujeito epistêmico, interagindo com o ambiente organizacional e informacional, para a produção e difusão do conhecimento institucional, organização, representação da informação e Gestão da Informação, que possibilitem a produção de sentido da informação em uma instituição de ensino superior, para a regulação, avaliação e supervisão de cursos superiores de graduação, e atendam às necessidades informacionais dos usuários do sistema.

The evaluation, regulation, and supervision of graduation courses in Higher Education Institutions (HEIs) involve individuals, documents, and flows, which need to be defined, organized, and represented to achieve the institutional mission. This thesis aims to propose a model for a system of organization, representation, and flow through interdisciplinary relationships, entitled Theoretical System of Information and Knowledge, to contribute with the processes of evaluation, regulation, and supervision of graduation courses from HEIs. It presents an analysis on the interdisciplinary relationships between the theoretical-methodological studies of Representation and Organization of Knowledge and concept, cognitive, and mind maps and Information Management, as well as the approaches of the socio-cognitive processes that impact knowledge, organization, representation, and institutional flows. For this purpose, the case study was defined as the research method, having the Federal University of Rondônia Foundation (UNIR) as its studied subject. The results demonstrated that the Representation and Organization of Knowledge contributes to the Information Management in HEIs, through concept, cognitive and mind maps, which assist individuals in the organization and representation of concepts present in documents, as well as in the appropriation flow and representation of knowledge, and the establishment of informational flows that are necessary to the evaluation and regulation processes of graduation courses. The results also facilitate the understanding of the importance of accepting and expanding the thesis that cognitive, concept and mind maps can be used not only as instruments in the Theoretical System of Information and Knowledge, but in the context of the production, representation, and diffusion of knowledge. It is concluded that the area of Organization and Representation of Knowledge contributes to the construction of the Theoretical System of Information and Knowledge, through the use of concepts, conceptual relationships and analytical categories, using cognitive, concept and mind maps as instruments of organization, representation and institutional flow. Furthermore, it is concluded that actions from the epistemic subject are necessary in interaction with the organizational and informational environment, for the production and diffusion of institutional knowledge, organization, information representation and Information Management, that allow for the production of meaning in information in a higher education institution, for the regulation, evaluation and supervision of higher education courses, and that meet the informational needs of the systems users.
