Nesta dissertação são simulados eventos extremos de maré meteorológica (storm surges) ocorridos em 2016, em que o nível do mar ultrapassou 2,0 metros (storm tides), atingindo o estado de alerta dos Planos de Ação de Defesa Civil no Sistema Estuarino de Santos, São Vicente e Bertioga (SESSVB). A hipótese do presente estudo é que eventos extremos de nível do mar no SESSVB podem ser simulados e representados através de modelagem computacional, com possibilidade de sua utilização em modo operacional. Para testar esta hipótese, o trabalho tem como objetivo a implementação de um modelo numérico hidrodinâmico tridimensional de alta resolução, de forma a simular a circulação no SESSVB; os resultados foram avaliados através de análise comparativa com medições no Canal do Porto de Santos. Foi implementado um conjunto de três modelos hidrodinâmicos aninhados, de parte da Plataforma Sudeste brasileira em direção ao SESSVB. O modelo SESSVB - Level 2 - tem resolução horizontal de 80 m e é aninhado numa grade intermediária - Level 1, que por sua vez é aninhada à grade de mesoescala abrangendo parte da Plataforma Sudeste brasileira - Level 0, todas com discretização vertical de 12 camadas sigma. Esse conjunto de modelos foi forçado pelas marés, variações do nível médio do mar, ventos, temperatura, salinidade, descargas fluviais e trocas de radiação na interface ar-mar. Foi utilizada uma batimetria detalhada, considerando inclusive as regiões de manguezal. Os resultados das simulações obtiveram skills médios de 0,96±0,01 para o nível do mar e 0,81±0,07 para a componente de corrente significativa em cada estação analisada, com valores médios de raiz do erro quadrático médio (RMSE) de 0,15±0,02 m e 0,20±0,07 m/s. As simulações dos eventos extremos em 2016 subestimaram as storm surges em 0,11±0,07 m. A duração média desses eventos foi de 29,8± 7,36 h. Considerando todos os picos observados (simulados) de nível do mar acima de 2,0 metros, a média foi de 2,10±0,17 m (2,01±0,12 m), com maré meteorológica média de 0,67±0,14 m (0,56±0,10 m). Uma limitação deste estudo é que as estações observacionais da Praticagem de São Paulo estão localizadas no Canal do Porto de Santos; portanto, não foi possível comparar resultados do modelo com observações em outros trechos do SESSVB. Uma fonte adicional de erro podem ser as descargas fluviais, impostas através de valores médios mensais, assim não representando fielmente as vazões reais, que variam com a intensidade e distribuição das chuvas nas bacias hidrográficas. Futuramente, as simulações e previsões numéricas poderão ser aprimoradas em função da imposição de condições de contorno mais precisas, utilização de dados de vazões fluviais mais realísticos, adoção de grades mais refinadas e aprimoramentos nas parametrizações dos modelos. Apesar dessas limitações, os resultados desta pesquisa apoiam a ideia de que é possível reproduzir os processos hidrodinâmicos no SESSVB com skills muito altos e baixos erros. Assim, embora as storm surges simuladas tenham ficado abaixo dos valores observados, essa configuração do modelo mostra potencial para ser utilizada em sistemas de alerta precoce, ajudando assim as defesas civis locais nas tomadas de decisão para proteção de pessoas e propriedades.

In this dissertation, the extreme meteorological tides events (storm surges) that occurred in 2016 were simulated, in which the sea-level exceeded 2.0 meters (storm tides), reaching the alert status of the Civil Defense Action Plans in the Estuarine System of Santos, São Vicente and Bertioga (SESSVB). The hypothesis of the present study is that extreme sea-level events in the SESSVB can be simulated and represented through computational modeling, with the possibility of using them in an operational standard. To test this hypothesis, the work aims to implement a high resolution three-dimensional hydrodynamic numerical model, in order to simulate the circulation in the SESSVB; the results were evaluated through comparative analysis with measurements in the Santos Port Channel. A set of three nested hydrodynamic models was implemented, from part of Southeastern Brazilian shelf towards the SESSVB. The SESSVB model - Level 2 - has a resolution of 80 m and is nested in an intermediate grid - Level 1, which in turn is nested in a mesoscale grid that comprises part of Southeastern Brazilian shelf - Level 0, all of them with a vertical discretization of 12 sigma layers. The coastal hydrodynamics is forced through tides, mean sea-level variations, winds, temperature, salinity, fluvial discharges and radiation exchanges at the air-sea interface. Detailed bathymetry was used, including the mangrove regions. The results of the simulations lead to average skills of 0.96 ± 0.01 for sea-level and 0.81 ± 0.07 for the significant current component in each analyzed station, with Root Mean Square Errors (RMSE) of 0.15 ± 0.02 m and 0.20 ± 0.07 m / s. The simulations for extreme events in 2016 underestimated storm surges by 0.11 ± 0.07 m. The average duration of these events was 29.8 ± 7.36 h. Considering all the observed (simulated) peaks of sea-level above 2.0 meters, the average was 2.10 ± 0.17 m (2.01 ± 0.11 m), with an average meteorological tide of 0.67 ± 0.14 m (0.56 ± 0.10 m). A limitation of this study is that the observational stations of the São Paulo Pilots are all located in the Santos Port Channel; therefore, it was not possible to compare model results with observations across the domain of the numerical grid. An additional source of error can be fluvial discharges, imposed through monthly average values, thus not truly representing the real flows, which vary with the rainfall intensity and distribution in river basins. In the future, numerical simulations and predictions may be improved due to the imposition of more precise boundary conditions, the use of more realistic river flow data, the adoption of more refined grids and improvements in the parameterization of the models. Despite these limitations, the results of this research support the idea that it is possible to reproduce the hydrodynamic processes in the SESSVB with very high skills and low errors. Thus, although the simulated storm surges were below the observed values, this model configuration shows potential to be used in early warning systems, thus helping local civil defenses in decision-making for the protection of people and property.
