Em primeiro lugar, a dissertação trata da formação histórica do racismo no Brasil, por meio de análise da economia, do direito e da cultura do período da escravidão. Analisa-se a importância da mão de obra negra para o capitalismo mercantilista e industrial; a função exercida pelo direito na viabilização e na legitimação do regime escravista; e a participação do negro, como sujeito e como objeto, em movimentos culturais como o Liberalismo, o Romantismo, o Barroco mineiro, o Neoclassicismo e a Geração de 1870. Em segundo lugar, trata da democracia racial, como mito socialmente disseminado e como produção teórica representada pela obra de Gilberto Freyre; das teorias que refutam o mito em questão, com destaque para os escritos de Oracy Nogueira, criador do conceito de preconceito de marca; e das expressões contemporâneas do racismo no Brasil, notadamente o racismo institucional, o econômico e o simbólico. Em terceiro lugar, analisa-se o embate entre o modelo de reconhecimento dualista de Nancy Fraser e o modelo monista de Axel Honneth. Complementares, as obras dos dois autores mostram que políticas de reconhecimento, como as políticas de cotas para negros nas universidades, são éticas e morais. Discute-se, por fim, quais os critérios adequados de reconhecimento da categoria racial dos concorrentes à cota. Defende-se que o melhor modelo é um que combina a autodeclaração e a heterodeclaração, e que conte com composição, parâmetros de julgamento e processos decisórios adequados.

Abstract in English
First of all, this thesis discusses the historical formation of racism in Brazil by analyzing the economy, the law and the culture at the time of slavery. It analyzes the importance of the black labor force to mercantile and industrial capitalism; the role that the judicial system (the law) played in legitimizing servitude and slavery, and the role that black people played as subjects and objects of cultural movements such as Liberalism, Romantism, Minas Gerais' Baroque, Neoclassicism and The Generation of the 1870´s. Secondly, it will analyze the idea of a racial democracy as a widespread and socially disseminated myth and as a theorical creation of Gilberto Freyre. It is discussed alongside theories that question its validity, such as Oracy Nogueira's concept of "mark prejudice". Next, it will discuss the current expressions of racism, such as its institutional, economic and symbolic forms. Furthermore, there is an analysis of the debate between Nancy Fraser's dualistic recognition model and Axel Honneth's monistic model. Both authors work expounds that policies of recognition, such as policies that employ quotas are ethical and moral. Lastly, it discusses the adequate criteria for recognizing the racial category of those who apply for quotas. It is argued that best model is one that combines self-identification and hetero-classification and that has adequate selection of members, evaluation criteria and decision-making process.
