O estudo propõe a análise das técnicas de gerenciamento de processos seriais reguladas pelo Código de Processo Civil de 2015 e a complementaridade dos mecanismos de tratamento de demandas e recursos repetitivos fundados em idêntica controvérsia jurídica, de direito material ou processual, com destacada repercussão social, política, jurídica ou econômica, e identificada abrangência local ou nacional. São consideradas, para esse objetivo, as influências das técnicas estrangeiras e os aperfeiçoamentos promovidos no ordenamento processual brasileiro para atribuir maior segurança jurídica e isonomia aos pronunciamentos judiciais, de maneira célere, efetiva e uniforme. Para tanto, verificam-se as adequações promovidas nos regimentos internos dos Tribunais de Justiça Estaduais, Regionais Federais e Superiores para conhecer melhor sua estruturação procedimental, as posições doutrinárias e jurisprudenciais adotadas acerca do microssistema de julgamento e gestão de casos repetitivos. Ademais, analisam-se os dados dos principais julgamentos nos Tribunais Superiores e como estes têm empregado novos esforços para enfrentar os reflexos do binômio custo-duração, sobretudo nos conflitos de ordem tributária federal, considerando a representatividade dos temas e os elevados índices de congestionamento das execuções fiscais que prejudicam o desempenho do Poder Judiciário. Enfim, identifica-se a importância da cooperação e da integração dos Tribunais na triagem, seleção, afetação e julgamento das questões comuns, e da interpretação complementar do microssistema de resolução de demandas repetitivas, com especial atenção ao dever de fundamentação, pois a adequada motivação da tese plurindividual é indispensável tanto para o rápido emprego das técnicas de gerenciamento de conflitos massificados, como para a solução dos casos repetitivos.

This research aims at analyzing the techniques for managing consecutive cases governed by the Civil Procedure Code of 2015 and the complementarity of the instruments for handling repetitive claims and appeals based on identical legal disputes, whether substantive or procedural, with outstanding social, political , legal or economic impacts whether local or with nationwide coverage. For this purpose, the influences of foreign techniques and the improvements made in the Brazilian procedural system are considered to give greater legal certainty and isonomy to judicial rulings, in a prompt, effective, and consistent way. In order to do so, the adjustments made in the internal regulations of the State Courts, Circuit Courts, and Appellate Courts are reviewed to better understand their procedural structure, the prevailing opinion of jurists and also the court precedents positions adopted on the microsystem of decision, and management of repetitive cases. Furthermore, data from the main decisions in the Appellate Courts are analyzed, also examining how they have made new efforts to face the effects of the "cost-duration" binomial, especially in federal tax conflicts, considering the representativeness of the themes and the high rate of tax executions that pile up, thus hampering the performance of the judicial branch. Finally, the importance of cooperation and integration of the Appellate Courts in the screening, selection, allocation and decision on common issues is identified. This will go along with the complementary interpretation of the microsystem for resolving repetitive claims, with special attention to the duty to recite the grounds, since the adequate motivation of the multi-individual thesis is essential both for the rapid use of mass conflict management techniques, and for the solution of repetitive cases.
