A presente dissertação de mestrado visa analisar o Congresso de Viena (1814-1815) e o direito internacional no primeiro quartel do século XIX, levando-se em conta a análise jurídica inserida no contexto do denominado Sistema de Congressos e do Concerto Europeu. Para tanto, foi realizada uma investigação histórica aliada ao estudo dos tratados e textos normativos do período imediatamente posterior à Revolução Francesa (1789) até o Congresso de Verona (1822). A análise do Congresso de Viena pretende situar a evolução do fenômeno jurídico internacional no tempo e no contexto histórico do primeiro quartel do século XIX, utilizando como aportes metodológicos as análises jurídica, histórica e das relações internacionais, lançando luzes interpretativas para documentos normativos fundamentais à melhor compreensão da construção do direito internacional.

The present master's thesis aims to analyze the Congress of Vienna (1814-1815) and international law in the first quarter of the nineteenth century, taking into account the legal analysis inserted in the context of the so-called Congress System and the Concert of Europe. To this end, a historical investigation was carried out, allied to the study of the treaties and normative texts of the period immediately after the French Revolution (1789) until the Congress of Verona (1822). The analysis of the Congress of Vienna intends to situate the evolution of the international juridical phenomenon in the historical context of the first quarter of the nineteenth century, using legal, historical, and international relations analysis as methodological contributions, throwing interpretive lights for normative documents that are fundamental to a better understanding of the construction of international law.
