O Direito Internacional se renova em consonância com as mudanças enfrentadas pela sociedade internacional, especialmente no período após a Segunda Guerra Mundial e com o surgimento de novas tecnologias e meios de comunicação. Através dessa perspectiva, torna-se imprescindível pesquisar sobre os novos atores das relações de Direito Internacional, mais especificamente as Organizações Não Governamentais (ONGs), e qual a contribuição das mesmas para a formação de normas e acordos internacionais a partir da participação no Conselho Econômico e Social das Nações Unidas (ECOSOC), sendo este o objetivo principal da pesquisa. Para isso, utilizou-se os métodos dedutivo analisando o contexto geral transformativo do Direito Internacional contemporâneo e como o mesmo possibilitou a participação e contribuição das ONGs no ECOSOC e dialético, levando em consideração o caráter mutável do Direito e a visão sistêmica utilizada, possibilitando analisar se as Organizações Não Governamentais exercem influência sobre o Direito Internacional, de que forma isso ocorre e quais os mecanismos de participação efetivos que permitem ou não essa influência.

The International Law renews itself accordingly with the changes faced by the international society specially after the Second World War and with the emergence of new technologies and means of communication. Through this perspective, it becomes necessary to research about the new International Law actors, more specifically the NonGovernmental Organizations (NGOs,) and what its contribution to the making of international rules taking as a parameter its participation at the United Nations Economic and Social Council (ECOSOC) are, that being the main objective of this work. With this aim, the deductive method was applied by analyzing the general transformative context of contemporary International Law and how it made possible the participation and contribution of NGOs at the ECOSOC, as well as the dialectic method, considering the mutable character of Law and the systemic view applied here, making it possible to analyze if the Non-Governmental Organizations influence International Law, in what ways that occurs and which mechanisms of participation allow or not that influence.
