O presente trabalho se dedica ao exame da prática deliberativa do Supremo Tribunal Federal, com o objetivo de oferecer propostas para o seu aperfeiçoamento. A discussão mostra-se especialmente relevante no atual contexto brasileiro, em que se observa um tribunal cada vez mais atuante, bem como um movimento de valorização dos seus precedentes, ao mesmo tempo em que se constata a existência de diversos aspectos de sua deliberação que estão a merecer reparos. Uma deliberação qualificada, além de conferir maior legitimidade à sua atuação no controle de constitucionalidade da legislação, contribuiria para o efetivo fortalecimento de sua jurisprudência. Diante desse quadro, é analisada a sistemática do Supremo Tribunal Federal, compreendendo a sua configuração geral, o sistema de controle de constitucionalidade nacional e a sua prática deliberativa, seguida da apresentação das críticas que têm sido endereçadas a esta prática e que identificam, sobretudo, um déficit de colegialidade. É analisada, igualmente, a sistemática de outras Cortes Constitucionais selecionadas (Conselho Constitucional da França, Tribunal Constitucional de Portugal, Tribunal Constitucional Federal da Alemanha e Suprema Corte dos Estados Unidos), com vistas a colher experiências que possam colaborar na busca de uma solução para enfrentar a questão interna. A partir daí, são apresentadas propostas para o aperfeiçoamento da deliberação do Supremo Tribunal Federal, que constituem nossa contribuição ao estudo do tema

The present work is dedicated to the examination of the deliberative practice of the Supreme Federal Court, with the objective of offering proposals for its improvement. The discussion is especially relevant at the current Brazilian context, in which is observed an increasingly active court, as well as a movement to valorize its precedents, at the same time that is verified the existence of several aspects of its deliberation which deserves repairs. A qualified deliberation, besides granting greater legitimacy to its action of judicial review, would contribute to the effective strengthening of its jurisprudence. Before this scenario, the systematic of the Supreme Federal Court is analysed, including its general configuration, the national system of constitutionality control and its deliberative practice, followed by the presentation of the criticisms that have been addressed to this practice, and which identify, above all, a deficit of collegiality. The systematic of other Constitucional Courts (the Constitutional Council of France, the Constitutional Court of Portugal, the Federal Constitutional Court of Germany, and the United States Supreme Court) is also examined, intending to gather experiences that may help to find a solution to address the internal issue. Thenceforth, are presented proposals for the improvement of the Supreme Federal Court deliberation, which constitute our contribution to the study of the subject
