As disputas políticas concretas e reais impõem que a temática acerca dos sistemas de governo seja constantemente reavivada nos mais diversos arranjos institucionais. O caso brasileiro não é diferente, especialmente ante a repetição de crises entre os Poderes verificadas no denominado presidencialismo de coalizão observado no Brasil. Assim, exsurge o estímulo para a presente dissertação, isto é, investigar se: (a) as disputas concretas e reais observadas na realidade institucional brasileira justificam a alteração do sistema de governo em direção ao semipresidencialismo; (b) o semipresidencialismo é o sistema capaz de potencializar as virtudes e decantar as dificuldades vislumbradas no Brasil; (c) é viável, do ponto de vista jurídico-constitucional a alteração do sistema de governo; (d) há necessidade de outras alterações constitucionais, prévias e posteriores para alcançar os objetivos pretendidos; e (e) há necessidade jurídica- constitucional e/ou prudência política na realização de plebiscito, bem como qual deveria ser extensão da vacatio legis para essa eventual reforma constitucional e institucional.

The real political disputes impose that the theme of government systems must be constantly revived in the most diverse institutional arrangements. The Brazilian case is no different, especially given the repetition of crises between the Powers verified in the so-called coalition presidentialism observed in Brazil. Thus, the stimulus for this dissertation arises, that is, to investigate whether: (a) the real disputes observed in the Brazilian institutional reality justify the change of the government system towards semi- presidentialism; (b) semi-presidentialism is the system capable of enhancing the virtues and decanting the difficulties seen in Brazil; (c) it is feasible, from the legal- constitutional point of view, to change the system of government; (d) there is a need for other prior and subsequent constitutional amendments to achieve the intended objectives; and (e) there is a need for a legal-constitutional and/or political prudence in carrying out a plebiscite, as well as what should be the extension of the vacatio legis for this eventual constitutional and institutional reform.
