A presente tese sobre a democracia brasileira e o processo eleitoral democrático, teve por objetivo categorizar os desafios ao exercício da cidadania na Era Digital, problematizando as consequências positivas e negativas do uso das tecnologias em rede no/para o exercício da cidadania no século XXI e os impactos à democracia diante do uso indevido dos recursos digitais. A pesquisa se justificou em razão das transformações no processo eleitoral democrático, com alargamento do papel do eleitor, com a utilização dos meios digitais como ferramenta para o debate e a participação popular, e, também dos riscos de possíveis desvirtuações às regras do jogo democrático, que se verifica no atual cenário político em que o espaço virtual é usado como arena de campanha pelos políticos, que se valem de algoritmos para direcionar discursos aos eleitores indecisos e, assim, angariar votos. Por isso, foi feito um mapeamento da evolução do processo político democrático, depois elencadas as fases e normas do processo eleitoral democrático no Brasil e, por fim, analisado o estado da arte da democracia na Era Digital, para concluir que o espaço virtual, apesar das festividades e do entusiasmo inicial em sua utilização com ágora virtual, para oportunizar a democracia deliberativa, se mostrou como ambiente técnico de manipulação da opinião pública por meio de algoritmos, ou seja, que o espaço virtual não é democrático. Para tanto foram utilizados os métodos de procedimento histórico e fenomenológico e método de abordagem hipotético-dedutivo, a pesquisa qualitativa e o levantamento de dados foram feitos com base em pesquisa documental e bibliográfica e análise de dados estatísticos em banco de dados oficiais.

The present thesis about Brazilian democracy and its electoral process aims to categorize the challenges faced upon exercising citizenship at the Digital Age, problematizing the positive and negative circumstances upon the use of technology online to/for the exercise of citizenship on the 21st century, and the impacts to democracy after the improper use of digital resources. The research is justified by the transformations on the electoral process, with expansions on the voter's role, along with, the use of digital media as a tool for debates and broader participation, as well as, the risk of possible misrepresentation to the rules of the democratic game, verified on the present political scenario, in which, the virtual space is used as an campaign arena by politicians that exploit internet algorithms to direct speeches to indecisive voters and amass their choices. Because of this, a map was carried out to show the evolution of the democratic political process, after which the phases and norms of the democratic electoral process in Brazil were listed, and lastly the state of the art of democracy in the Digital Age was analysed to conclude that the virtual space, although initially excitedly used with the virtual "now" to provide deliberate opportunities to democracy, it has now shown that in actuality it's a technical environment that manipulates public opinion based on algorithms, meaning that the present virtual space isn't democratic. Thus, methods of historical and phenomenological procedure and the method of hypothetical-deductive approach were used for a qualitative research and the data collection that were carried out based on documentary and bibliographic research and analysis of statistical data in official databases.
