Em 2019, o Brasil completa 130 anos da proclamação de sua República. Neste período, marcado por diversas rupturas políticas, o sistema de governo presidencialista manteve-se irredutível como um dos pilares institucionais mais latentes do Estado brasileiro - reproduzido e aprimorado quase que ininterruptamente durante todas as fases republicanas brasileiras, democráticas e autoritárias. Com a Constituição de 1988, inaugurou-se uma nova fase republicana brasileira, cuja versão mais atualizada do nosso sistema de governo presidencialista adquiriu, por uma série de fatores, características singulares. A essa nova dinâmica da relação entre os Poderes Executivo e Legislativo deu-se o nome de presidencialismo de coalizão. O presente trabalho pretende analisar esse presidencialismo de coalizão sob o ângulo das ciências jurídicas, identificando suas causas determinantes, os elementos que o compõem e suas consequências político-institucionais.

In 2019, Brazil completes 130 years of the proclamation of its Republic. During this period, with several political ruptures, the presidential system of government has remained preserved as one of the most important institutional pillars of Brazilian State - reproduced and improved almost continuously during all its republican stages, including democratic or authoritarian periods. With the Constitution of 1988, a new republican stage was inaugurated and our presidential system of government has acquired singular characteristics by several factors. This new dynamic of the relationship between Executive and Legislative Branches is called "coalition presidencialism". This study intends to analyze the coalition presidencialism from the prospective of the legal sciences, identifying its causes, the elements that compose it and its political-institutional consequences.
