O término do regime autoritário brasileiro vigente em décadas passadas cedeu lugar ao movimento de redemocratização onde se discutiu a mudança do sistema de governo a fim de modernizar o país e atender a uma nova demanda político-social na qual o Brasil vivia. Apesar do referendo ter chancelado o presidencialismo e a República, sem, contudo, ter obtido maioria expressiva, a manutenção do sistema deu continuidade a ausência de confiança mútua que havia desde aquele tempo entre o Poder Executivo e o Poder Legislativo. Em caminho diverso do adotado pelos países da América Latina que, ao tempo da redemocratização, foram introduzindo novos arranjos democráticos a fim de acompanhar as mudanças sociais exigidas, o Brasil permaneceu inerte a esta evolução política e em nada modificou o seu sistema. No Brasil, a personalidade do Presidente da República continuou a contemplar uma gama ainda maior de poderes constitucionais especialmente o poder de veto, edição de medidas provisórias, leis delegadas, decretos regulamentares, isto é, poderes ativos os quais contribuíram para um maior desequilíbrio da relação entre os poderes. Essa força atual do Presidente brasileiro torna suscetível embates e desgastes junto ao Legislativo justamente pelo desequilíbrio causado o que, por outro lado, compromete a governabilidade de forma decisiva e contínua. Não é diferente que em decorrência desse relacionamento a relação de confiança constantemente se abala a ponto de justificar a perda de alianças necessárias à manutenção da estabilidade governamental em um universo político partidário absolutamente fracionário. Essa variável e ilimitada pulverização de partidos sob a égide de compatibilidade do inc. V, do art. 1º, da CF trouxe à morfologia política do presidencialismo brasileiro os elementos de instabilidade e fragilidade para o sistema de modo que os eleitores já não conseguem mais associar os personagens políticos e os programas anunciados à época da campanha eleitoral. É certo, por outro lado, que apesar de os partidos políticos gozarem de identidades nacionais, estão enraizados regionalmente a ponto de sua base organizacional e eleitoral estarem igualmente mal distribuídas. Além de serem frágeis ideologicamente, com parcela considerável de deficiência organizacional, detêm lideranças que se resumem aos cargos eletivos ocupados sem que, por outro lado, haja participação de membros e filiados nesse processo de formação e organização política. Isso representa partidos de baixa coerência, sem disciplina partidária, fragmentários e de constante volatilidade sobre programas de Governo e interesses da sociedade. Vê-se, isso, a propósito, com muita frequência, na formação de alianças esporádicas ou até mesmo pontuais para a aprovação de determinada agenda presidencial em troca de abertura e inclusão no sistema de Governo por meio da cessão de cargos e demais interesses. Essa relação entre Executivo e Legislativo revela um padrão naturalmente conflitivo pois combina uma série de elementos que se traduzem em ingovernabilidade e instabilidade política a longo prazo, representada como uma extrema dificuldade de se aprovar mudanças e reformas profundas para o país, sem que o seu custo, por outro lado, seja excessivamente oneroso. Não é sem propósitos que até hoje não se conseguiu aprovar uma profunda e significativa reforma eleitoral, política, tributária, judicial e outras que se fazem necessárias para trilhar o Brasil no caminho mais seguro ao desenvolvimento humano e econômico-social. Este é o nosso foco em que trazemos uma nova geometria de governo com a ideia de um semipresidencialismo de pendor presidencial em que a diarquia executiva se mostra eficaz para controlar esse desequilíbrio e garantir, por outro lado, a relação harmoniosa e de confiança entre os poderes da República; tudo isso para fomentar a estabilidade das relações, o controle recíproco e funcionamento legal das instituições da forma mais republicana e democrática.

The end of the authoritarian Brazilian regime in force in past decades gave way to the re-democratization movement where the change in the system of government was discussed in order to modernize the country and meet a new political-social demand in which Brazil lived. Although the referendum chancelled presidentialism and the Republic, without, however, obtaining a significant majority, the maintenance of the system continued the lack of mutual trust that had existed since that time between the Executive Branch and the Legislative Branch. On a different path from that adopted by Latin American countries that, at the time of re-democratization, introduced new democratic arrangements to accompany the social changes required, Brazil remained inert to this political evolution and did nothing to change its system. In Brazil, the personality of the President of the Republic continued to embrace an even greater range of constitutional powers, especially the power of veto, editing of provisional measures, delegated laws, and regulatory decrees, that is, active powers that contributed to a greater imbalance in the relationship between powers. This current strength of the Brazilian President makes it susceptible to clashes and weariness with the Legislative precisely because of the imbalance caused which, on the other hand, compromises governability in a decisive and continuous manner. It is no different that, as a result of this relationship, the relationship of trust is constantly shaken to the point of justifying the loss of alliances necessary to maintain governmental stability in an absolutely fractional party political universe. This variable and unlimited pulverization of parties under the aegis of compatibility of Art. 1, V, of the CF brought to the political morphology of Brazilian presidentialism the elements of instability and fragility for the system so that voters can no longer associate the political characters and programs announced at the time of the election campaign. It is true, on the other hand, that although political parties enjoy national identities, they are regionally rooted to the point that their organizational and electoral base are equally badly distributed. In addition to being ideologically fragile, with a considerable share of organizational deficiencies, they hold leaderships that boil down to occupied elective positions without, on the other hand, the participation of members and affiliates in this process of formation and political organization. This represents parties of low coherence, without party discipline, fragmentary and of constant volatility over government programs and the interests of society. This, by the way, is very often seen in the formation of sporadic or even occasional alliances for the approval of a certain presidential agenda in exchange for openness and inclusion in the Government system through the cession of offices and other interests. This relationship between the Executive and the Legislative reveals a naturally conflictive pattern because it combines a series of elements that translate into ungovernability and long-term political instability, represented as an extreme difficulty in approving profound changes and reforms for the country, without, on the other hand, being excessively costly. It is not without purpose that until today a deep and significant electoral, political, tax, judicial and other reforms have not been approved that are necessary to guide Brazil on the safest path to human and economic-social development. This is our focus on bringing a new geometry of government with the idea of a presidential semi-presidentialism in which the executive diarchy shows itself to be effective in controlling this imbalance and guaranteeing, on the other hand, a harmonious and trusting relationship among the powers of the Republic; all this to foster the stability of relations, reciprocal control and the legal functioning of institutions in the most republican and democratic way.
