O presente trabalho consiste na análise do instituto das cotas eleitorais de gênero, com previsão legal no ordenamento brasileiro no artigo 10º, §3º, da Lei nº 9.504/97, realizandose um mapeamento dos principais pontos de discussão existentes na literatura já produzida sobre o tema. A pesquisa propõe-se à identificação dos debates teóricos e empíricos envolvendo o tema da representação política feminina e o potencial das cotas em promovê- la. Para tanto, o estudo se destina a examinar os formatos da política de cotas existentes ao redor do mundo, as motivações e os objetivos de sua implementação e os atributos dos sistemas políticos e eleitorais que condicionam sua eficácia para promover a presença numérica de mulheres nos espaços políticos formais. Os recortes temáticos, quando possível, voltam-se também a uma análise segmentada no tocante à experiência brasileira, buscando compreender como esta se aproxima ou se distancia das fórmulas identificadas pela literatura como de sucesso ou de insucesso da política de cotas eleitorais de gênero.

This work consists in an analysis of the electoral gender quotas institute, legally stated in Brazilian law system in the Law 9504/97, Article 10, 3º. It carries out a mapping of the main discussion topics covered by the literature on the subject. The research aim to identify the theoretical and empirical debates concerning female political representation and the quota potential to promote it. Thence, the study examine the quota policies formats around the world, the motivations and purposes of its implementation and the attributes of the political and electoral systems which condition its effectiveness in promoting the numerical presence of women in formal public spaces. The thematic outlines, when possible, are focused on a segmentary analysis concerning the Brazilian experience, in order to understand how it comes closer or farther of the formulas identified in the literature as successful or unsuccessful gender electoral quotas policies.
