Esta dissertação é centrada nos incentivos ao whistleblowing e no estudo da proteção aos reportantes como política de combate à corrupção, no engajamento da sociedade, do mundo corporativo e do governo, a fim de proporcionar melhores resultados no desenho da política. Lastreado na concepção teórica da corrupção como fenômeno de ação coletiva em sociedades permeadas por uma dimensão de corrupção sistêmica e disseminada, o estudo pretende, ao adotar um substrato acadêmico multidisciplinar e empírico, fornecer repertório para a ciência jurídica a fim de embasar uma futura legislação nacional sobre o tema, em face dos compromissos internacionais assumidos pela República Federativa do Brasil, e que foi tema da agenda de discussão da Estratégia Nacional de Combate à Corrupção e à Lavagem de Dinheiro (ENCCLA).

This dissertation focuses on the incentives to whistleblowing and the study of protection for whistleblowers as a policy to corruption combat and as a form of engagement in society, corporate world and government in order to achieve better results in the policy design. Backed by the theoretical conception of corruption as a phenomenon of collective action in societies permeated by a dimension of systemic corruption, the study intends, by adopting a multidisciplinary academic and empirical substrate, to provide a repertoire for legal science for a future national legislation regarding the subject, in the face of the international commitments assumed by the Federative Republic of Brazil, and which have been a topic of the agenda of discussion of the Strategy to Combat Corruption and Money Laundering.
