A educação profissional e tecnológica (EPT) tem como pressupostos dois direitos fundamentais presentes na Constituição: a educação e o trabalho. Essa constatação explica, em parte, o fato de a EPT ser considerada estratégica para a formação humana, a qualificação profissional e o desenvolvimento tecnológico dos países. Esta dissertação pesquisa as políticas públicas de educação profissional e tecnológica a partir da sua base normativa e das transformações na sua institucionalidade ao longo dos anos, e para tanto, é dividida em cinco partes: 1 -explicitação da abordagem direito e políticas públicas, considerando que as premissas metodológicas dessa abordagem são utilizadas no desenvolvimento da pesquisa e permitem visualizar a imbricação entre os componentes jurídico e político que fundamentam a política pública. 2 - análise histórica da educação profissional, desvelando a origem política da EPT e as evoluções institucionais dessa modalidade de educação ao longo dos anos. Também analisamos as diferentes funções que a educação profissional cumpriu historicamente no Brasil. 3 - análise da base normativa da EPT, compreendendo as transformações realizadas de 2002 a 2018 em relação às políticas públicas de educação profissional, abrangendo os diferentes arranjos institucionais que foram criados ou rearranjados pelos governantes. Essa análise permite visualizar processos de mudança política e permanência institucional, desvelando os aproveitamentos institucionais que ocorreram da passagem de uma política a outra. A criação dos Institutos Federais, do PRONATEC e o PNE 2014-2024 é descrita nesta seção. 4- Na quarta parte, explicita-se a ideia de mudança política e permanência institucional - que servirá de fio condutor da dissertação - abordando os conceitos de instituição e dependência da trajetória. Após a aproximação teórica com esses conceitos, analisa-se as políticas públicas de EPT a partir da referida chave da mudança e permanência. 5 - O capítulo final aborda, brevemente, as mudanças ocorridas na organização do trabalho, com traços fordistas, tayloristas e toyotistas, de modo a compreender como tais alterações podem emitir reflexos na força de trabalho qualificada pela EPT. A expansão do setor de serviços e o encolhimento da indústria e manufatura são determinantes para essa análise. Ainda na parte final, discorremos sobre as intersecções entre educação e trabalho, analisando como a conjugação destes é uma característica constitutiva dos homens e mulheres, que permite transformar a natureza de acordo com as suas necessidades, como também modificar a sua própria natureza, criando seus meios de vida e transformando mundo natural em mundo cultural.

Vocational and technological education (VTE) is based on two fundamental rights present in the Brazilian Constitution: education and work. This consideration partly explains the fact that VTE is considered strategic for human formation, professional qualification and technological development of the countries. This dissertation researches the public policies of vocational and technological education from its normative base and the changes in its institutionality over the years, and to this end, it is divided into five parts: 1 - explicit the Law and Public Policy (LPP) approach, given that the methodological premises of this approach are used in the development of the research and allows to visualize the coupling between the legal and political components that underlie public policy. 2 - historical analysis of vocational education, unveiling the political origin of VTE and the institutional evolution of this type of education over the years. It is analyzed, also, the different functions that vocational education has historically fulfilled in Brazil. 3 - analysis of the VTE normative basis, including the transformations made from 2002 to 2018 in relation to the public policies of vocational education, encompassing the different institutional arrangements that were created or rearranged by the rulers. This analysis allows to visualize processes of political change and institutional permanence, unveiling the institutional benefits that occurred in the passage from one policy to another. The creation of the Federal Institutes, PRONATEC and the PNE 2014-2024 are described in the chapter. 4 - In the fourth part, the idea of political change and institutional permanence - that will serve as the conductor of the dissertation - is examined, reaching the concepts of institution and path dependence. After that, the VTE public policies are analyzed based on the referred key of change and permanence. 5 - In the final part, we briefly discuss the changes in work organization, with fordist, taylorist and toyotist traits, to understand how these changes can have an impact on the VTE-qualified workforce. The expansion of the service sector and the shrinkage of industry and manufacturing are relevant to this analysis. Also in this part, the intersections between education and labor are discussed, analyzing how their conjugation is a constitutive feature of men and women, that allows to transform the nature according to their needs, as well as modify the human nature, creating their livelihoods and transforming the natural world into a cultural world.
