A reeleição é tema de grande debate hoje, em especial, no contexto das jovens democracias da América Latina. Existem alguns requisitos que representam a base da democracia e conferem-lhe qualidade, como é o caso do princípio da alternância no poder que zela pelo respeito à regularidade das instituições presentes no cenário político. No contexto da democracia representativa, a reeleição é instituto que desequilibra o cenário de igualdade e ampla competição dentro do processo eleitoral, pois coloca o candidato ocupante de cargo à frente dos demais em razão das facilidades de sua posição de chefe de governo. No contexto da América Latina, a adoção do sistema presidencial mostrou-se mais propensa em virtude do processo de formação histórica colocando a figura do presidente com um personalismo exacerbado. A partir dos anos de 1980, após a terceira onda democrática, iniciou-se um processo de redemocratização do continente latino. Muitos foram os presidentes que, fazendo uso das atribuições de seus cargos, começaram a realizar emendas constitucionais a partir do ano de 1990 para incluir no ordenamento a reeleição. A análise da história e das Constituições a partir de 1990 demonstra o poder excessivo concedido ao Executivo e as consequências advindas da permanência dos mesmos líderes no poder.

Reelection is a topic of great debate today, especially in the context of the young democracies in Latin America. There are some requirements that represent the basis of democracy and give it quality, as is the case of the principle of alternation in power that ensures respect for the regularity of the institutions present in the political scenario. In the context of representative democracy, reelection is an institute that unbalances the scenario of equality and wide competition within the electoral process, as it places the incumbent candidate in front of others because of the ease in his position as head of government. In Latin America´s context, the adoption of the presidential system proved more prone to the historical formation process by placing the president's figure with an exacerbated personalism. From the 1980s, after the third democratic wave, a process of redemocratization of the Latin continent began. Many presidents made use of the attributions of their positions, beginning to make constitutional amendments from the year 1990 to include in the order re-election. The analysis of history and constitutions since 1990 shows the excessive power granted to the Executive and the consequences of the permanence of the same leaders in power
