O trabalho tem por objetivo central a análise da governança policêntrica climática visando à conservação florestal e gestão sustentável da terra por meio da atuação dos estados da Amazônia brasileira. Ele parte das hipóteses de que iniciativas subnacionais podem fortalecer o país no atingimento das metas globais de redução de emissões pelo uso da terra e florestas, sobretudo na dinâmica de abordagens cooperativas e colaborativas entre os diversos atores da governança climática policêntrica. O estudo dá ênfase aos instrumentos econômicos de incentivos criados no âmbito das políticas climáticas, de pagamentos por serviços ambientais e das demais das atividades de Redução das Emissões Provenientes do Desmatamento e da Degradação Florestal, Conservação dos Estoques de Carbono Florestal, Manejo Sustentável de Florestas e Aumento de Estoques de Carbono Florestal nos estados da Amazônia brasileira, denominadas de REDD+ Jurisdicional, como medida para auxiliar na construção do desenvolvimento sustentável em referido território, com ênfase na contribuição dos povos indígenas e povos e comunidades tradicionais. Para tanto, parte da análise do quadro regulatório internacional da CQNUMC, das redes de atores que a acompanham no cenário internacional e transnacional, bem como do quadro regulatório nacional e suas interfaces com o REDD+ jurisdicional, com destaque às diferentes abordagens desse instrumento de governança e financiamento climático florestal. A conclusão é no sentido do papel de destaque os estados subnacionais na coordenação e potencialização do agrupamento de iniciativas participativas e inclusivas, que incorpora aprendizados e incentiva a inovação em uma escala relevante de ação.

The main objective of this study is the analysis of the polycentric climate governance for forest conservation and sustainable land management by the action of the states of the Brazilian Amazon. It begins with the hypothesis that subnational initiatives can help the country achieve the global emission reduction goals by land and forest use, especially in the cooperative and collaborative dynamics between the multiple actors of the polycentric climate governance. This study focus on the economic incentive tools, created in the context of climate policies and, the payment for environmental services, and other activities for the reduction of emission from deforestation and forest degradation, conservation of forest carbon stocks, sustainable forest management, and the increase in the forest carbon stocks, in the states of the Brazilian Amazon, denominated jurisdictional REDD +, as a measure to assist in building sustainable development in the aforementioned region, with an emphasis on the contribution of indigenous peoples and traditional peoples and communities. Thus, it starts with the analysis of the CQNUMC international regulatory framework, its network of actors in international and transnational scenarios as well as the national regulatory framework and its interfaces with jurisdictional REDD+, emphasizing the multiple approaches of this tool for governance, and forest and climate finance. The conclusion is towards the important role of the subnational states in coordinating and potentializing the grouping of participative and inclusive initiatives, which incorporates learning and encourages innovation in a relevant action scale.
