A utilização dos princípios, instrumentos, métodos e abordagens da inovação e da governança no planejamento, na execução e no controle da atividade financeira do Poder Judiciário no Brasil é mandatória, e não uma opção dos gestores. A evolução da estrutura e da organização judiciária em nosso país, apesar de existente desde sua fase colonial, não vem atendendo às necessidades e aos anseios da sociedade de maneira satisfatória. O estudo demonstra que exigências normativas, sociais, econômicas e políticas atuais tornam necessário o aprimoramento da gestão orçamentária e financeira do Judiciário no Brasil com a construção do Judiciário 5.0, o qual, como consequência da Quarta Revolução Industrial e na esteira da fase de desenvolvimento social denominada pelos japoneses de "Sociedade 5.0", ou "Sociedade Superinteligente", coloca o ser humano e o meio ambiente no centro de sua política pública, ouvindo e permitindo a participação de todos os que são direta ou indiretamente impactados pelos seus serviços. O Judiciário 5.0 deve ser construído com base nos pilares da inovação e da governança. Para isso, os conceitos, os princípios, os instrumentos e as boas práticas da inovação e da governança nos setores privado e público foram visitados e analisados, extraindose, ao final, princípios e boas práticas aplicáveis ao Poder Judiciário. Portanto, após identificação dos regimes jurídicos que regem o planejamento, a execução orçamentária e financeira, bem como o controle da atividade financeira do Poder Judiciário, foram sistematizados modelos para o aprimoramento da gestão judiciária com a inclusão de princípios e boas práticas de inovação e governança em tais atividades. Com isso, chegou-se a um modelo de gestão orçamentária e financeira para o Poder Judiciário condizente com as exigências de sua versão 5.0.

The use of the principles, instruments, methods and approaches of innovation and governance in the planning, execution and control of the judiciary's financial activity in Brazil is mandatory and not an option for managers. The structure and judicial system evolution in our country, although existing since its colonial phase, is not meeting the needs and aspirations of society in a satisfactory manner. The study demonstrates that legal requirements, as well as, current social, economic and political demands make it necessary to improve Judiciary budgetary and financial management in Brazil with the framing of the Judiciary 5.0, which, as a consequence of the Fourth Industrial Revolution and in the wake of the social development phase named by japaneses as "Society 5.0" or "Super Intelligent Society", places the human being and the environment at the center of Judiciary's public policy, listening to and allowing the participation of all who are directly or indirectly impacted by its services. Judiciary 5.0 must be built on the pillars of innovation and governance. For this, the concepts, principles, instruments and good practices of innovation and governance in the private and public sectors were visited and analyzed, extracting, at the end, principles and good practices applicable to the Judiciary. Thus, after identifying the legal regimes that govern the planning, budgetary and financial execution, as well as the control of the Judiciary's financial activity, models were systematized for the improvement of the judicial management with the inclusion of principles and good practices of innovation and governance in such activities. With this, we came to a model of budgetary and financial management for the Judiciary consistent with the requirements of its 5.0 version.
