O financiamento partidário e eleitoral relaciona-se de modo intenso com os fenômenos da democracia e da corrupção. Só há que se falar em custeio da política em ambientes democráticos. As práticas corruptivas no âmbito do financiamento deturpam os processos políticos atacando a própria democracia. Não há um método universal de custeio das atividades partidárias e eleitorais, mas sim diferentes sistemas de financiamento público, privado ou misto cujas feições decorrem de fatores histórico-culturais de cada Estado. É possível conceber um modelo ideal de financiamento que assegure a participação dos indivíduos baseado na igualdade política, aspecto central da democracia, e que seja o mais impermeável possível às deformações causadas pela corrupção. Este modelo, qualificado como participativo e hígido, deve garantir e estimular a democracia ao mesmo tempo em que deve inibir e desestimular a corrupção. Ao ensejar a aplicação de recursos públicos o modelo atrai a atenção do direito financeiro cuja principal contribuição para o tema é a de identificar suas balizas e desenvolver postulados que permitam desenhar seu arcabouço institucional.

Party and electoral funding is closely related to the phenomena of democracy and corruption. It is only necessary to talk about the cost of politics in democratic environments. Corrupt financing practices distort political processes by attacking democracy itself. There is no universal method of funding party and electoral activities, but different public, private or mixed financing systems whose features derive from the historical and cultural factors of each state. It is possible to conceive an ideal financing model that ensures the participation of individuals based on political equality, a central aspect of democracy, and that is as impervious as possible to the distortions caused by corruption. This model, qualified as participatory and sound, must guarantee and stimulate democracy while inhibiting and discouraging corruption. When allowing the application of public resources, the model attracts the attention of financial law whose main contribution to the theme is to identify its goals and develop postulates that allow it to design its institutional framework.
