Este trabalho parte da preocupação com os possíveis efeitos adversos que o antidumping pode causar no cenário de concorrência do mercado doméstico e com a insuficiência de diálogo entre as respectivas instituições. O antidumping é um tema controverso que envolve a restrição de práticas desleais de comércio internacional (o dumping) e a defesa da indústria nacional, gerando proteção governamental ao produtor doméstico. Na medida em que a restrição de importações através do antidumping provoca a diminuição da concorrência no país importador e também um possível aumento dos preços, bem como a redução da oferta aos usuários, da qualidade e da variedade de produtos e serviços, mostrase necessária a coordenação entre as duas instituições para que os aspectos de concorrência sejam levados em consideração na tomada de decisões pela autoridade de defesa comercial. Os estudos de casos realizados demonstram que atualmente o diálogo entre os órgãos de defesa da concorrência e de defesa comercial não é suficiente, havendo necessidade de aprimoramento da interação e coordenação institucional, no contexto da intersetorialidade, o que pode ser feito pela SEAE, no exercício da advocacia da concorrência, através dos procedimentos do GTIP/CAMEX.

This study is based on the concern about the possible adverse effects that the antidumping can cause in the competitive scenario of the domestic market and with the insufficient dialogue between the respective institutions. Antidumping is a controversial issue that involves the restriction of unfair practices of international trade (dumping) and the defense of the domestic industry, generating governmental protection to the domestic producer. Since the restriction of imports through antidumping leads to a decrease in competition in the importing country, as well as a possible increase in prices and a reduction in the supply, quality and variety of products and services, it raises the need of coordination between the two institutions so that the competition aspects are taken into account in the decisionmaking by the trade defense authority. The case studies show that the dialogue between competition and trade defense bodies is not enough, and there is a need for improvement in the interaction and institutional coordination in the context of intersectoriality, which can be done by SEAE in the exercise advocacy through the procedures of GTIP/CAMEX.
