A exploração e utilização de receitas decorrentes da extração dos recursos naturais não renováveis devem ser utilizadas com base em um planejamento estratégico intergeracional, em linha com o princípio da solidariedade entre gerações, em investimentos estratégicos, por meio da criação de fundos estatais específicos, objetivando a constituição de um legado para as gerações futuras. Para se atingir tal mister, considerando que o orçamento é elemento central da atividade financeira do Estado, ao dispor sobre a aplicação das receitas decorrentes da exploração dos recursos naturais não renováveis, deve fazê-lo com base no princípio da solidariedade intergeracional, ou seja, deve prever investimentos os quais permitam a sustentabilidade das instituições, preservando-as e incrementando-as para as futuras gerações. Desse modo, principalmente quando diz respeito a utilização de recursos naturais não renováveis, cujas receitas são uma forma importante de financiamento estatal, devem ser consideradas suas consequências as gerações futuras, implicando na necessidade de um planejamento estratégico para sua utilização de modo a que gerem benefícios intergeracionais. Assim, quando da utilização de recursos estratégicos há a necessidade de elaboração de um planejamento estratégico para sua utilização de modo a que gerem benefícios intergeracionais, tanto em sua exploração, quanto da utilização das receitas dali decorrentes. Entende-se que, quando da elaboração do orçamento, o princípio da solidariedade intergeracional deve orientar o administrador público, em especial quando da obtenção de receitas decorrentes da exploração dos recursos naturais não renováveis os quais, devem ser destinados à investimentos que beneficie, a sociedade ao longo do tempo. Portanto, caberá ao Poder Público a observância do referido preceito de modo a desigualdades, garantias fundamentais e liberdades necessárias ao desenvolvimento socioeconômico da sociedade, proteção do patrimônio histórico-cultural, investimentos na saúde e educação, utilização para projetos estratégicos de infraestrutura.

The exploitation and use of revenues resulting from the extraction of non-renewable natural resources must be used based on an intergenerational strategic planning, in line with the principle of solidarity between generations, in strategic investments, through the creation of specific state funds, aiming at building a legacy for future generations. To achieve these objectives, considering that the budget is a central element of the financial activity of the State, when disposing about the application of the revenues derived from the exploitation of nonrenewable natural resources, it must do so based on the principle of intergenerational solidarity, that is, it must foresee investments which allow the sustainability of the institutions, preserving and increasing them for future generations. Thus, especially when it comes to the use of non-renewable natural resources, whose revenues are an important form of state funding, their consequences for future generations must be considered, implying the need for strategic planning for their use so that they generate benefits intergenerational. In this sense, when using strategic resources, there is a need to develop a strategic plan for their use so that they generate intergenerational benefits, both in their exploration and in the use of the resulting revenues. It is understood that, when preparing the budget, the principle of solidarity between generations should guide the public administrator, especially when obtaining revenues from the exploitation of non-renewable natural resources which, should be used for investments that benefit, society throughout of time. Therefore, it will be up to the Public Power to comply with the precept in such a way as inequalities, fundamental guarantees and freedoms necessary for the socioeconomic development of society, protection of historical and cultural heritage, investments in health and education, use for strategic infrastructure projects.
