O Brasil adotou o federalismo como forma de Estado, mas manteve elevada centralização de receitas na União, com a descentralização de competências aos estados e municípios. Esse fato vem gerando deficits nas finanças públicas dos estados, sem a devida equalização pela União. O objetivo é estudar o federalismo em perspectiva histórica e comparada, o federalismo brasileiro em especial, a teoria do federalismo e a crise do Estado. O federalismo fiscal se ocupa da descentralização e das receitas que serão alocadas para o cumprimento das obrigações dos entes subnacionais. A falta de equalização gerou a guerra fiscal entre os estados e elevou o endividamento, o que pode ser corrigido com a devida equalização ou por meio de outras medidas que são sugeridas.

Brazil adopted federalism as a form of State, but maintained a high centralization of revenues in the Union, with the decentralization of competences to states and municipalities. This fact has been generating deficits in public finances of the states, without due equalization by the Union. The objective is to study federalism in historical and comparative perspective, Brazilian federalism in particular, the theory of federalism and the crisis of the State. Fiscal federalism is concerned with decentralization and the revenues that will be allocated to fulfill the obligations of subnational entities. The lack of equalization has led to fiscal war between states and increased indebtedness, which can be corrected with due equalization or other suggested measures.
