Nesta tese, o conceito de justiça ambiental foi explorado desde a sua concepção até os dias atuais, utilizando um método de pesquisa bibliográfica tradicional. Em seguida, foi feito uma breve explanação sobre a disciplina jurídica de águas no Brasil, a fim de dar o suporte teórico para a última parte do trabalho, qual seja a análise da crise hídrica de São Paulo. Para o último capítulo, foi desenvolvida uma metodologia baseada em análise de discurso. Por meio da codificação dos documentos selecionados, foi possível construir uma narrativa sobre a redução de pressão durante a crise hídrica, a fim de determinar, sob o marco teórico da justiça ambiental, se a medida foi justa ou não

In this thesis, the concept of environmental justice was explored from its conception to the present day, using a traditional method of bibliographical research. Afterwards, a brief explanation was made on the legal discipline of water in Brazil, in order to provide theoretical support for the last part of the work, namely the analysis of the São Paulo water crisis. For the last chapter, a methodology based on discourse analysis was developed. Through the codification of the selected documents, it was possible to construct a narrative on the reduction of pressure during the water crisis, as far as to determine, under the theoretical framework of environmental justice, whether the measure was fair or not
