O presente trabalho buscou analisar a política de revitalização da indústria de defesa nacional nas últimas duas décadas, avaliando seu potencial em termos socioeconômicos e tecnocientíficos. Ademais, existe tanto uma presunção de correlação entre aquela indústria e esses efeitos, como um discurso brasileiro oficial a fim de legitimar os investimentos no setor para performar o desenvolvimento nacional. Para tanto, foi necessário estudar as características do setor de defesa, a verificação ou não do efeito spin off do setor militar para o civil, os documentos que embasam a política nacional para a área, o desenho jurídico e institucional destinado à indústria de defesa e o desempenho nacional no setor. Foram apresentadas a singularidade do setor de defesa, a apartá-lo de uma noção de mercado, e a ampla produção científica das últimas décadas salientando o spin off como um efeito contingencial pós-Grandes Guerras Mundiais de difícil reprodução atualmente pela preponderância da dinâmica civil sobre a militar tal como pela ineficiência do setor de defesa em prejuízo ao bem estar social e aos investimentos em outros segmentos, os quais possuem retorno mais rápido e benéfico. Além disso, foi sublinhado que o setor é amparado por um regime jurídico favorável, tanto por mitigar munus constitucionais e legais, como por contar com regras premiais e facilitadoras. Favorecimento que demanda uma hipermotivação no processo de formulação das políticas, como meio de legitimação das escolhas públicas, o que, contudo, não foi observado, apresentando um debate uníssono e sem ponderar as observações acima apresentadas. Foi demonstrado também que o período intitulado como Anos Dourados da indústria de defesa nacional é superdimensionado e que não existem condições geopolíticas e econômicas para sua reprodução. Além disso, foram introduzidos indícios de incapacidade de substituição das importações tal como de mercado interno e externo a compensar os investimentos expressivos na área e permitir sua manutenção. Outrossim, foi ressaltado que a implementação da indústria de defesa nacional nos moldes propostos não tende a alterar o panorama do empreendedorismo brasileiro em relação à contratação de mão-de-obra qualificada e desenvolvimento de produtos mais sofisticados, diminuindo a possibilidade de spin off. A política implementada se mostra uma política econômica que se traveste de defesa nacional para obter as vantagens próprias desta, assim não adentra ao escrutínio do custo de oportunidade para justificar sua efetivação. No entanto, como desenvolvido, a política econômica para a indústria de defesa deve ser um efeito secundário de uma estratégia de defesa nacional orientada por razões geopolíticas, pois se trata de setor deficitário com encargos socioeconômicos consideráveis. Desse modo, conclui-se que não se deve simplesmente paralisar as atividades da indústria defesa voltadas ao avanço tecnocientífico, mas criar um modelo institucional de integração, em que as capacidades do setor se destaquem de uma orientação predominantemente militar e sejam coordenadas principalmente no âmbito do sistema nacional de ciência, tecnologia e inovação.

The present work sought to analyze the policy of revitalization of the national defense industry in the last two decades, evaluating its potential in socioeconomic and technoscientific terms. Furthermore, there is both a presumption of correlation between that industry and these effects, and an official Brazilian discourse in order to legitimize the investments in the sector to perform the national development. For this, it was necessary to study the characteristics of the defense sector, the verification or not of the spin off effect from the military sector to the civilian, the documents that support the national policy for the area, the legal and institutional design destined to the defense industry and the national performance in the sector. The singularity of the defense sector, apart from a notion of the market, and the broad scientific production of the last decades have been presented, emphasizing the spin off as a contigential effect after World Wars that is currently difficult to reproduce due to the preponderance of the civil over the military dynamics, as well as to the inefficiency of the defense sector in jeopardizing social welfare and investments in other segments, which have faster and more beneficial returns. In addition, it was stressed that the sector is supported by a favorable legal regime, by mitigating constitutional and legal múnus and by relying on early and facilitating rules. This is a favor that demands hypermotivation in the process of policy formulation, as a means of legitimizing public choices, which, however, has not been observed, presenting a unisonous debate and without weighing up the above observations. It has also been demonstrated that the period called the Golden Years of the national defense industry is overdimensioned and that there are no geopolitical and economic conditions for its reproduction. In addition, signs of inability to replace imports as well as the domestic and foreign markets unable to compensate for the significant investments in the area and allow its maintenance were introduced. It was also pointed out that the implementation of the national defense industry in the proposed manner does not tend to alter the panorama of Brazilian entrepreneurship in relation to the hiring of qualified labor and the development of more sophisticated products, reducing the possibility of spin off. The implemented policy shows an economic policy that has been translated into national defense to obtain its own vantanges, so it does not go into the scrutiny of the opportunity cost to justify its effectiveness. However, as developed, the economic policy for the defense industry must be a secondary effect of a national defense strategy oriented for geopolitical reasons, since this is a deficit sector with considerable socioeconomic burdens. Thus, it is concluded that one should not simply paralyze the activities of the defense industry aimed at techno-scientific advancement, but create an institutional model of integration in which the sector's capabilities stand out from a predominantly military orientation and are coordinated mainly within the national system of science, technology, and innovation.
