O anseio por um crescimento econômico incessante e rápido, sob o custo do uso ineficiente de recursos e degradação ambiental resultou em consequências imensas que excedem em muito as capacidades planetárias de se regenerar em ritmo tão acelerado. Está claro que uma transição para sociedades sustentáveis não pode ocorrer com o atual modelo econômico linear e que a transição para a Economia Circular (EC) não é mais uma escolha, mas uma necessidade. Deste modo, o presente trabalho teve como objetivo a avaliação da relação entre Economia Circular e Sustentabilidade e a partir disso desenvolver um Indicador Composto de Economia Circular e Sustentabilidade. Para tanto, o trabalho utilizou modelos econométricos com o intuito de verificar e medir a relação entre os dois temas, e ao final a aplicou o método de Análise Envoltória de Dados – BoD – benefit of the doubt para a elaboração do indicador composto para um conjunto de 22 países da União Europeia, no período compreendido entre 2011 e 2018. Os principais resultados obtidos foram a comprovação do impacto positivo de práticas de Economia Circular em indicadores de Desenvolvimento Sustentável, principalmente de investimentos relacionados à EC. A criação do Indicador Composto retornou um ranking com Eslovênia, Letônia, Finlândia, Suécia, Áustria e Alemanha como primeiros colocados, e além disso verificou-se a importância de se considerar indicadores relacionados ao Desenvolvimento Sustentável em conjunto com indicadores de EC para avaliar progressos rumo à circularidade e sustentabilidade.

The yearning for incessant and rapid economic growth, under the cost of inefficient use of resources and environmental degradation, has resulted in immense consequences that far exceed the planetary capacities to regenerate at such an accelerated pace. It is clear that a transition to sustainable societies cannot take place with the current linear economic model and the transition to the Circular Economy (CE) is no longer a choice but a necessity. Thus, the present work aimed to evaluate the relationship between Circular Economy and Sustainability and to develop a Composite Indicator of Circular Economy and Sustainability. For that, the work used econometric models in order to verify and measure the relationship between the two themes, and at the end it applied the method of Data Envelopment Analysis - BoD - Benefit of the Doubt for the elaboration of the composite indicator for a set of data from 22 European Union countries, in the period between 2011 and 2018. The main results obtained were proof of the positive impact of Circular Economy practices on Sustainable Development indicators, mainly investments related to CE. The creation of the Composite Indicator returned a ranking with Slovenia, Latvia, Finland, Sweden, Austria and Germany as the first places, and in addition, it was verified the importance of considering indicators related to Sustainable Development together with CE indicators to assess progress towards to circularity and sustainability.
