O etanol hidratado usado como combustível tem ganhado relevância na matriz energética brasileira nos últimos anos, principalmente a partir de 2003 com a chegada dos veículos flex-fuel no mercado nacional. O aumento do consumo do biocombustível torna a matriz energética brasileira mais sustentável em termos ambientais e contribui para o cumprimento das metas firmadas pelo Brasil no Acordo de Paris, no ano de 2015. Para que o consumo seja incentivado, é necessário que haja um aumento da oferta do produto e que ele seja mais competitivo nos postos de combustível frente à gasolina. O aumento da competitividade por ser realizado por meio de ganhos de eficiência no processo produtivo e no planejamento eficiente da logística das usinas até os postos revendedores. Uma das formas de realizar o planejamento logístico ótimo para o etanol hidratado é por meio de modelos de otimização com foco em minimizar os custos de transporte. Além de minimizar os custos, é possível minimizar os impactos ambientais na etapa do transporte, o que contribui para a redução das emissões e para o atingimento das metas firmadas pelo Brasil no acordo de Paris. No entanto, existe um trade-off entre minimizar os custos e as emissões, ao passo que a minimização de um dos objetivos acarreta o aumento do outro. Dentre as estratégias que podem ser utilizadas para mitigar esse trade-off, pode-se mencionar a precificação das emissões aos agentes produtores. A fim de quantificar e otimizar os custos de transporte e as emissões na etapa do transporte do etanol hidratado no Brasil, o presente trabalho aplicou um modelo de otimização multiobjetivo utilizando o método do e-restrito com programação linear. Os resultados indicam que existe um trade-off entre o planejamento de mínimo custo e mínima emissão no setor de transporte do etanol hidratado no Brasil, e que a precificação das emissões faz com que os agentes optem por alternativas menos poluentes, principalmente por soluções de transporte ferroviária, hidroviária e dutoviárias. Na intenção de minimizar os impactos ambientais e proporcionar uma otimização dos custos, investimentos em infraestrutura de distribuição e transporte intermodal são recomendados.

In recent years, hydrous ethanol has gained relevance in the Brazilian energy matrix, especially since 2003 with the arrival of flex-fuel vehicles in the national market. The increase in consumption of the biofuel makes the Brazilian energy matrix more sustainable in environmental terms and contributes to the fulfillment of the goals established by Brazil in the Paris Agreement in 2015. To encourage ethanol use there must be an increase in the product offer and in its competitiveness against gasoline at gas stations. The increase in competitiveness can be achieved through efficiency gains in the production process and by the efficient planning of logistics from the ethanol mills to the gas stations. One way to carry out the optimal logistical planning for hydrous ethanol is through optimization models focused on minimizing transport costs. In addition to minimizing costs, it is possible to minimize environmental impacts at the transport stage, which contributes to the reduction of emissions and to the achievement of the goals established by Brazil in the Paris agreement. However, there is a trade-off between minimizing costs and emissions, while minimizing one of them increases the other objective. Among the strategies that can be used to mitigate this trade-off, one can mention the pricing of emissions to producing agents. To quantify and optimize transportation costs and emissions in the hydrous ethanol transport supply chain in Brazil, the present work applied a multi-objective optimization model using the e-constrained method with linear programming. The results indicate that there is a trade-off between minimum cost and minimum emission planning in the hydrous ethanol transport sector in Brazil, and that the pricing carbon emissions makes ethanol supply chain agents choose fewer polluting alternatives, mainly for alternatives from road transportation, like railways, waterways, and pipelines. To minimize environmental impacts and provide cost optimization, investments in distribution infrastructure and intermodal transport are recommended.
