O desenvolvimento de tecnologias de baixo custo, voltadas à avaliação contínua de rodovias, é fundamental para a eficácia do processo de tomada de decisões administrativas, como o planejamento, programação e orçamento das atividades que envolvem um Sistema de Gerência de Pavimentos (SGP). Os smartphones têm sido alvo de pesquisas e desenvolvimentos que buscam atender essa demanda. Neste estudo, realizou-se um comparativo entre o IRI (Índice de Irregularidade Internacional), obtido a partir do método de Nível e Mira, e a RMSVA (Média Quadrática da Aceleração Vertical) calculada a partir das acelerações verticais fornecidas por smartphones embarcados em veículos. Esta análise considerou como fatores o modelo de veículo, a velocidade, o tipo de smartphone e o tipo de montagem, dentro do princípio dos sistemas de medição de irregularidade do tipo resposta. A análise da relação entre IRI e RMSVA também foi investigada a partir de levantamentos realizados com um Perfilômetro Inercial a Laser, o que possibilitou a coleta simultânea de dados de smartphones e o IRI. Em ambos os levantamentos, com Nível e Mira e com o Perfilômetro Inercial a Laser, foram obtidos coeficientes de correlação de Pearson (r) entre o IRI e a RMSVA acima de 0,9 em alguns cenários, combinando os fatores considerados. Em uma segunda etapa, realizou-se um experimento de coleta colaborativa para a avaliação funcional de pavimentos, por meio de dados fornecidos por usurários. A investigação foi realizada em um trecho rodoviário de 2 km e contou com a participação de dez voluntários. Os resultados indicam que a coleta colaborativa pode ser uma alternativa possível para a avaliação da condição de rolamento de segmentos rodoviários de forma qualitativa em cinco, três e dois níveis de classificação, apesar da natureza heterogênea das informações. Também foi abordada a importância de fatores que afetam a qualidade dos dados fornecidos por smartphones, como as vibrações do motor dos veículos, a taxa de aquisição de dados e o processamento digital de sinais. Conclui-se que a avaliação da condição funcional de pavimentos com dados coletados por smartphones pode contribuir para que se tenha sistemas de gerência de pavimentos, com foco em aplicações em nível de rede, mais eficazes e com um menor custo.

The development of low-cost technologies, aimed at the continuous monitoring of highways, is essential for the efficiency of the administrative decision-making process, such as the planning, programming and budgeting of activities involving a Pavement Management System (PMS). Smartphones have been a target of research and development that seeks to meet this demand. In this study, a comparison was made between the IRI (International Roughness Index), obtained from the Rod and Level method and the RMSVA (Root Mean Square of Vertical Acceleration) calculated from the vertical accelerations provided by smartphones embedded in vehicles. This analysis considered the factors vehicle models, speed, smartphone models and types of assembly, within the principle of response type road roughness meters. The analysis of the relationship between IRI and RMSVA was also investigated from surveys carried out with an Inertial Laser Profilometer, which enabled the simultaneous collection of data from smartphones and the IRI. In both surveys, with Rod and Level, and with the Inertial Laser Profilometer, Pearson's correlation coefficients (r) between IRI and RMSVA above 0.9 were obtained for some scenarios combining the factors considered. In a second stage, a collaborative data collection experiment was carried out for the functional evaluation of pavements, using data provided by users. The investigation was carried out on a 2 km road segment and involved the participation of ten volunteers. The results indicate that the collaborative data collection may be a possible alternative for the evaluation of road links rolling condition in a qualitative way, considering five, three and two levels of classification, despite the heterogeneous nature of the information. The importance of some factors that affect the quality of data provided by smartphones was also addressed, such as vibration coming from the vehicle's engine, the rate of data acquisition of the smartphones and digital signal processing. It is concluded that monitoring functional condition of pavements based on data collected by smartphones can contribute to pavement management systems, focusing on network-level applications, more effectives at a low cost.
