O atual contexto de mercados abertos exige e, ao mesmo tempo, proporciona muitas mudanças para o mundo empresarial. Também relevante é a postura do Estado diante do cenário globalizado. A abertura dos mercados exigiu e exige uma nova postura do Estado, seja como mero regulador ou como intervencionista. Há áreas específicas em que, devido a características particulares, o Estado representa o único e principal ator no que diz respeito à realização de investimentos, como é o caso das infra-estruturas. O objetivo geral do presente trabalho foi analisar as formas pelas quais as infraestruturas produtivas relacionam-se com o produto interno bruto (PIB) das regiões brasileiras, determinando a margem de contribuição das categorias de infraestrutura para a formação do PIB de cada região. A investigação foi realizada para o total das regiões brasileiras, no período de 1980 a 2005. Por meio de modelagem teórica e testes econométricos definiu-se a função utilizada e os dados das seguintes variáveis foram coletados: transportes, comunicação, energia (variáveis de infraestrutura), capital fixo e emprego. Para as variáveis de infraestrutura trabalhou-se com as respectivas capacidades. A análise por envoltória de dados foi a principal técnica utilizada neste trabalho, seu princípio básico está relacionado à comparação de eficiência entre unidades, ou seja, entre realidades operacionais e não entre um ideal inatingível ou algo que considerado como produção ótima, sem observações práticas. Para todas as regiões analisadas, independentemente do perfil econômico da mesma, foi possível ressaltar a importância verificada nas variáveis de infraestrutura. Em determinados momentos observou-se maior utilidades das mesmas na composição do PIB. Houve, em quase todos os períodos, a predominância do padrão utilidade-capacidade, em que as variações nas capacidades representaram respostas da maior utilidade das mesmas no período imediatamente anterior ao analisado. Observações fora do padrão foram identificadas, algumas possivelmente relacionadas à incoerência de dados, outras, vinculadas ao não controle de variáveis que também podem afetar o PIB. Dessa forma, os resultados encontrados permitiram respaldar o papel produtivo das infraestruturas e sua influência na eficiência das regiões analisadas.

The current context of open markets requires and, at the same time, provides many changes to the business world. Also relevant is the stance of the State before the global scenario. The opening of markets has required and requires a new attitude of the State, either as a mere regulator or as an interventionist. There are specific areas where, due to particular characteristics, the State is the only and main actor in relation to the making of investments, such as infrastructure. The general objective of this study was to analyze the ways in which the productive infrastructures are related to the gross domestic product (GDP) of the brazilian regions, determining the contribution margin of the categories of infrastructure for the formation of the GDP of each region. The research was performed for all regions of Brazil, from 1980 to 2005. Through theoretical modeling and econometric tests the function was defined and data of following variables were collected: transportation, communication, energy (variables of infrastructure), fixed capital and employment. For the infrastructure variables their capabilities were used. The data envelopment analysis was the main technique used in this work, its basic principle is related to the comparison of efficiency among units, among operational realities and not among an unattainable ideal or something that considered optimal production without comments practices. For all regions analyzed, irrespective of their economic profile, it was possible to emphasize the importance found in infrastructure variables. At certain times was greater utility of these variables in the composition of GDP. There was, in almost all periods, the predominant pattern of use-ability, where the variations in capacities represented answer of more utility of these variations in the period the previous immediately analyzed. Observations outside of the range were identified, some possibly related to the inconsistency of data, others were bound to no control of variables that may affect the GDP. Thus, the results found enabled legitimize the role of productive infrastructure and its effect on the efficiency of regions analyzed.
