A Avaliação dos Efeitos Cumulativos (AEC) constitui uma das abordagens integradas à Avaliação de Impactos (AI) de grande relevância para a análise dos efeitos adversos que afetam a sustentabilidade ambiental, associados ao processo de desenvolvimento. No entanto, o aumento do nível de pressão sobre determinados territórios e ecossistemas associados, amplamente documentado, reflete as limitações existentes na inclusão dos efeitos cumulativos no processo de tomada de decisão, deixando de ser considerados na escala de planejamento e no momento adequados. A Bacia do Alto Paraguai (BAP), situada na região centro-oeste do território brasileiro, se enquadra neste contexto. Nas últimas décadas a dinâmica ecológica desta região que integra o Pantanal Matogrossense tem sido afetada substancialmente, com prejuízos para a provisão de relevantes serviços ecossistêmicos, como resultado da intensificação das atividades econômicas associada à ocorrência de eventos extremos, naturais e de origem antrópica. Neste contexto, a pesquisa que ampara a presente tese de Doutorado teve como objetivo sistematizar conhecimentos referentes à ocorrência de efeitos cumulativos na Bacia do Alto Paraguai a partir da elaboração de cenários prospectivos e considerando uma abordagem estratégica, isto é, que procure identificar os potenciais impactos associados às políticas, planos e programas (PPP) de desenvolvimento que incidem sobre o território da BAP. Para tanto, a pesquisa foi amparada pelas seguintes etapas: (i) identificação das ações estratégicas potencialmente causadoras de efeitos ambientais significativos, já implementadas e a implementar, e definição dos componentes ambientais de interesse (VEC) para a análise pretendida; (ii) identificação e caracterização dos potenciais efeitos cumulativos da BAP; (iii) sobreposição de mapas considerando as principais fontes de pressão na bacia e discussão de cenários prospectivos, considerando como horizonte temporal o ano de 2050. Como resultados, foram identificados os potenciais efeitos cumulativos que incidem sobre os VEC recursos hídricos e biodiversidade', levando-se em conta principalmente o seu potencial de alterar o funcionamento ecológico do sistema BAP/Pantanal, tendo sido possível estabelecer uma relação causal entre as PPP implementadas e a sua ocorrência. Considerando os cenários obtidos, conclui-se pela necessidade de revisão do processo de desenvolvimento estabelecido sobre o território da BAP, incorporando a avaliação sistemática dos efeitos cumulativos de caráter estratégico como elemento de suporte à tomada de decisão.

The Cumulative Effects Assessment (CEA) is one of the integrated approaches to Impact Assessment (IA) of great relevance for the analysis of adverse effects that affect environmental sustainability, associated with the development process. However, the widely documented increase in the level of pressure on certain territories and associated ecosystems reflects the existing limitations in the inclusion of cumulative effects in the decision-making process, as they are no longer considered at the appropriate planning scale and time. The Upper Paraguay Basin (UPB), located in the central-western region of the Brazilian territory, fits into this context. In recent decades, the ecological dynamics of this region, which is part of the Pantanal of Mato Grosso, has been substantially affected, with losses in the provision of relevant ecosystem services, as a result of the intensification of economic activities associated with the occurrence of extreme events, both natural and anthropic. In this context, the research that supports this PhD thesis aimed to systematize knowledge regarding the occurrence of cumulative effects in the Upper Paraguay Basin from the elaboration of prospective scenarios and considering a strategic approach, that is, one that seeks to identify the potential impacts associated with development policies, plans and programs (PPPs) that affect the territory of the UPB. To this end, the research was supported by the following steps: (i) identification of strategic actions potentially causing significant environmental effects, already implemented and to be implemented, and definition of environmental components of interest (VEC) for the intended analysis; (ii) identification and characterization of the potential cumulative effects of the UPB; (iii) overlay of maps considering the main sources of pressure on the basin and discussion of prospective scenarios, considering 2050 as the time horizon. As results, the potential cumulative effects on the VEC 'water resources' and 'biodiversity' were identified, taking into account mainly their potential to alter the ecological functioning of the UPB/Pantanal system, and it was possible to establish a causal relationship between the implemented PPPs and their occurrence. Considering the scenarios obtained, one can conclude that there is a need to review the development process established for the UPB territory, incorporating the systematic evaluation of cumulative effects of a strategic nature as a support element for decision making.
