Elaboration and application of the PEC instrument to identify the implementation of the principles attributed to the circular economy in micro and small enterprises

Abstract in English
Currently, more than 90% of businesses worldwide are made up of micro, small and mediumsized enterprises (SMEs). SMEs, in addition to playing an important role in the world economy and society by generating employment, the companies are also considerable sources of environmental pollution. In this context, the implementation of the Circular Economy (CE) in companies of this size is crucial, which can be achieved through the practice of its principles. However, as there is currently no indisputable authority that can clearly define the CE, several sets of principles attributed to the CE (PEC) have emerged. On the other hand, most studies have focused on identifying the barriers, challenges, or benefits of implementing CE in SMEs and not on the current implementation of the concept in this size of the company. From the literature mentioned above, a recurring barrier that prevents the implementation of CE by SMEs is the lack of knowledge of its concept. Thus, for any study involving SMEs and EC, the prior provision of information is essential. In contrast to the previous studies, besides identifying the principles and actions currently implemented in an SME, produced an audiovisual material, which disseminates in a condensed way concepts, definitions, and key terms about CE and its principles. As a result of that, the instrument named Instrument PEC was obtained, developed through (i) survey of the PEC obtained due to applying the "Snowball" technique, (ii) analysis of the content of definitions of the principles, (iii) statistical grouping of the principles, according to their similarities and (iv) elaboration of publicity material, for each cluster of principles, complemented by questions in a questionnaire. The instrument was applied in a micro-enterprise, in the food sector, located in the city of São Carlos-SP. More than 60 PECs were identified, which, according to their similarities, were grouped into 5 clusters: (i) Circular design; (ii) Reduce inside and outside the company; (iii) Preserve and extend what has already been done; (iv) Optimize the value contained in waste; and (v) Circular management. From each cluster of principles, 5 videos were created and 117 actions were identified, addressed in the questionnaires. The application of the PEC Instrument identified the principles with the highest (circular management and extend and preserve), medium (reduce and practice a circular design) and lowest (optimization of the value of waste) number of actions implemented. Finally, after applying the instrument, the representative of the microenterprise listed the support provided by the audiovisual material when answering the questionnaires corresponding to each video.
