Esta dissertação partiu de uma reflexão geral acerca das relações da sociedade urbana com a natureza na cidade e teve como objetivo principal discutir dinâmicas de transformação do território das várzeas do rio Tietê em São Paulo que desencadeiam práticas e estratégias na cultura do planejamento e da governança urbana, sobretudo no âmbito da questão ambiental. A discussão sobre relações sociedade e natureza na cidade, sobretudo dentro do recorte dos desdobramentos do planejamento urbano, compôs elemento fundamental para refletir acerca de momentos de transição do entendimento do papel da natureza na cidade com a ajuda de distanciamento histórico. Nesse sentido, o contexto da passagem do modelo industrial para o urbano não só desempenhou um dos maiores processos de mudança ambiental da história, como ainda tem vindo a revelar transformações profundas que complexificam drasticamente as problemáticas socioecológicas da conjuntura contemporânea. O quadro teórico desta dissertação compôs parte fundamental da investigação em virtude da complexidade do estudo das relações entre sociedade, natureza e cidade. O esquema interpretativo da pesquisa se baseou em uma estrutura analítica do contexto, que reuniu aspectos amplos como sociais, culturais, ideológicos, econômicos e políticos, das ações por parte da governança e do planejamento em termos de gestão e de discurso e das implicações dos processos envolvidos no ciclo de transformação socioambiental na produção do espaço. O quadro metodológico desta pesquisa foi orientado para uma abordagem exploratória multi qualitativa apoiada em interpretações de componentes textuais, imagéticos e morfológicos para elaborar uma reconstrução histórica e recente de dinâmicas de transformação do território. A estratégia adotada se apoiou em estudo de caso a partir de duas escalas, uma dimensão mais macro e geral, que envolveu uma leitura ampla, de modo a conduzir outra mais micro e focada, composta por casos múltiplos que intentaram coletar amostras sistematizadas por categorias analíticas. A investigação se apoiou em dois momentos da ocupação do território, um primeiro voltado à retificação em meados do século XX e um segundo orientado às tentativas de dinamização territorial no início do século XXI. Nesse sentido, as interpretações do conjunto da natureza dos dois períodos diferem entre si e, dessa forma, havia a possibilidade de explorar questões à volta da materialização das transformações. Por um lado, o processo de transformação total desse território foi e continua sendo objeto do planejamento urbano, que orienta seu discurso para funcionalidades do zoneamento de acordo com interesses mercadológicos. Por outro, com a difusão dos problemas ambientais urbanos, narrativas preservacionistas fomentaram estratégias que se materializaram em produção da natureza em alguns fragmentos do estudo de caso, como por exemplo o Parque Ecológico Tietê, no início da década de 1980. Posteriormente, os Planos Diretores Estratégicos de 2002 e 2014 enquadraram o recorte territorial para incentivo de reconversão urbana através de instrumentos urbanísticos. O recorte territorial selecionado foi considerado como relevante pois é um articulador de escalas que apresenta urbanização incompleta, conforma um eixo de potenciais intervenções «ecológicas» e tem sido objeto de transformação ao longo da história do planejamento urbano paulistano.

This master thesis started from a general reflection on the relationship between urban society and nature in the city and had as main objective to discuss the dynamics of transformation of the territory of the Tietê river floodplains in São Paulo that trigger practices and strategies in the culture of planning and urban governance, especially in the context of the environmental issue. The discussion on the relationship between society and nature in the city, especially within the scope of urban planning developments, was a fundamental element to reflect on moments of transition in the understanding of the role of nature in the city with the help of historical distance. In this sense, the context of the transition from the industrial to the urban model has not only played a part in one of the greatest processes of environmental change in history but has also been revealing profound transformations that dramatically complicate the socio-ecological problems of the contemporary conjuncture. The theoretical framework of this master thesis formed a fundamental part of the investigation due to the complexity of the study of the relationships between society, nature and the city. The interpretative scheme of the research was based on an analytical framework of the context, which brought together broad aspects such as social, cultural, ideological, economic and political, of actions on the part of governance and planning in terms of management and discourse and the implications of the processes involved in the cycle of socio-environmental transformation in the production of space. The methodological framework of this research was oriented towards a multi-qualitative exploratory approach supported by interpretations of textual, imagery and morphological components to elaborate a historical and recent reconstruction of the dynamics of territorial transformation. The strategy adopted was based on a case study from two scales, a more macro and general dimension, which involved a broad reading, in order to conduct a more micro and focused one, composed of multiple cases that attempted to collect samples systematized by analytical categories. The investigation was based on two moments of the occupation of the territory, a first aimed at rectification in the mid-20th century and a second oriented towards attempts at territorial dynamization at the beginning of the 21st century. In this sense, the interpretations of the nature of the two periods differ from each other and, in this way, there was the possibility of exploring questions around the materialization of the transformations. On the one hand, the process of total transformation of this territory was and continues to be the object of urban planning, which guides its discourse towards zoning functionalities according to market interests. On the other hand, with the diffusion of urban environmental problems, preservationist narratives fostered strategies that materialized in the production of nature in some fragments of the case study, such as the Tietê Ecological Park, in the early 1980s. Later, the Master Plans Strategics from 2002 and 2014 framed the territorial cut to encourage urban reconversion through urban planning instruments. The territorial cut selected was considered relevant because it is an articulator of scales that presents incomplete urbanization, forms an axis of potential «ecological» interventions and has been the object of transformation throughout the history of urban planning in São Paulo.
