Este trabalho trata da avaliação dos impactos econômicos e sócio espaciais advindos das transformações ocorridas na economia brasileira, a partir dos anos 1970, sobre a Região Metropolitana da Baixada Santista (RMBS), situada no litoral do estado de São Paulo, Brasil. Com base na análise da crise da acumulação capitalista no país, avaliada conforme a ótica da acumulação entravada, foram estudados os efeitos destas transformações na RMBS, com referência aos aspectos econômicos, sociais e espaciais. Avaliou-se a evolução da participação da economia regional relativamente ao estado e ao Brasil, conferindo-se especial destaque à interpretação das mudanças operadas nas principais atividades econômicas da região, tais como portuária, industrial, turística e pesqueira, de forma a observar quais mudanças foram determinadas por fenômenos de origem interna ou externa à região. Aferiu-se, a seguir, em que medida a qualidade de vida na RMBS foi afetada no período estudado com base em diversos indicadores, tais como o Índice de Desenvolvimento Humano Municipal (IDH-M) e Índice de Exclusão Social do Brasil (IES), entre outros, e quais os câmbios espaciais mais significativos que ocorreram. Por fim, com base na interpretação das mudanças na ação estatal, em função da adoção da ideologia neoliberal e seus efeitos sobre a região, focou-se o planejamento urbano e regional da RMBS, identificando-se como o Estado, particularmente na esfera local, passou a promover e regular a produção do espaço regional, como resposta à crise da acumulação brasileira a partir da década de 1980.

This work aims at assessing the socio-economic and spatial outcomes on-going since mid-1970s on the Metropolitan Region of the Baixada Santista, situated on the seaside of the state of São Paulo, Brazil. Based on the interpretation of the capitalist accumulation crisis of the country, as expressed in the hindered accumulation theory, the regional effects of these changes were studied, taking into account the economic, social and spatial aspects. The performance of the relative regional share concerning the wealth production of the state and the country was evaluated, focusing on the changes occurred on the local main economic activities, as harbor, industry, tourism and fishing, also aiming at verifying the internal or rather external determinants. Several well-known index as Human Development Index (HDI) and Social Exclusion Brazilian Index, among others, were calculated for the Municipalities of this Metropolitan Region, as analytical tools for the identification of the more relevant social changes occurred within the research period. At last, based on the interpretation of the changes on-going in the national state due the general acceptance of the neo-liberal ideology, the urban and regional planning was focused, identifying the new forms and the correspondent legal framework introduced since the late 1980s, particularly regarding the Metropolitan Region of the Baixada Santista, to promote and regulate the regional production and the land use, as a response to the present Brazilian accumulation crisis.
