A pesquisa visa constituir uma leitura crítica da trajetória de planejamento urbano na Região Metropolitana de Curitiba (RMC), a partir da década de 1960 até hoje. A análise guarda a peculiaridade da experiência de planejamento em Curitiba ser comumente referenciada como um "modelo", que teria conferido uma qualidade de vida que distinguiria a cidade das demais metrópoles brasileiras. A investigação questiona este ponto de vista, através da análise das contradições observadas entre, de um lado, as principais estratégias espaciais estatais para a RMC (como os planos diretores e algumas intervenções territoriais), bem como as justificativas e o discurso do poder público sobre tais propostas; e, de outro, alguns aspectos relacionados ao processo de urbanização da metrópole (como a segregação socioespacial). A partir disso, evidenciam-se diversas características do planejamento "modelo" de Curitiba que não diferem do que se observa em outras metrópoles. Constata-se uma visão espacial seletiva e elitista. Também é notável a desarticulação entre as diversas escalas de planejamento (municipais e metropolitana), associada a uma sobreposição da visão do município de Curitiba. Da mesma forma, nota-se o não enfrentamento da questão fundiária, ignora-se ou são distorcidos os instrumentos voltados a coibir a especulação imobiliária. Ao mesmo tempo, aprofunda-se a lógica do empreendedorismo urbano, calcada nas parcerias público-privadas e na reconcentração de investimentos em áreas já privilegiadas. Argumenta-se que estas questões contribuem para a manutenção do processo de segregação socioespacial na metrópole, comprometendo, assim, a noção de Curitiba como uma "cidade-modelo" ou o seu planejamento urbano como um modelo a ser perseguido.

The present research aims to provide a critical analysis of the urban planning trajectory of the Metropolitan Region of Curitiba (MRC), from 1960 to present day. Usually, Curitiba's planning experience is referred as a 'model', one that would enabled a quality of life unmatched by other Brazilians metropolis. The research questions this view, by analyzing the inconsistencies between, on one hand, the state spatial projects for the MRC (as the city master plans and some urban projects), as well as justification and discourse of the public authority over such proposals; and on the other, some aspects pertaining the metropolis' urbanization process (such as socio-spatial disparities). From this, we highlight several characteristics in the 'model' urban planning of Curitiba that do not differ from what is found in other cities. Notably, there is a selective and elitist spatial view. We also observed a disconnection between the diverse scales of planning (Municipal and Metropolitan), plus an overlapping of the municipality of Curitiba. Likewise, we point out the avoidance of dealing with land issues and the disregard or misuse of means to curb land speculation. At the same time, it deepens the logic of urban entrepreneurialism, based on public-private partnerships and the funneling of investments in already privileged areas. We argue that these issues contribute to the maintenance of the socio-spatial segregation process in the metropolis, thus jeopardizing the notion of Curitiba as a 'model city' or its urban planning as a model to be pursuit.
