A realidade metropolitana integra o cenário socioespacial brasileiro. Segundo dados do IBGE de 2018, um terço da população do país vive em cidades caracterizadas como metrópoles, as quais apresentam limites municipais cada vez mais difusos e demandas dispersas por serviços públicos. Esse quadro acaba por complexificar a gestão territorial e se constitui como um importante desafio da agenda urbana do Brasil. Isso porque, o enfrentamento de questões associadas ao planejamento da metrópole, como transporte, saneamento, habitação e uso e ocupação do solo, precisa ser realizado de forma compartilhada entre os entes municipais. Diante dessa perspectiva, a presente dissertação visa contextualizar os aspectos que permeiam a ordem metropolitana, tanto do ponto de vista real e quanto institucional. Além disso, o texto busca apresentar as limitações para a governança desses aglomerados urbanos e para a construção de instrumentos de ordenamento territorial na escala intermunicipal, em especial após a regulamentação da Política Nacional de Planejamento Regional Urbano (Estatuto da Metrópole Lei Federal no 13.085/2015), por meio do estudo de caso do PDUI da Região Metropolitana da Grande Vitória. A fim de ampliar a análise, propõe-se apresentar um olhar comparativo da política territorial francesa, que tem desenvolvido meios para garantir a discussão do ordenamento territorial na escala intermunicipal. O objetivo central dessa dissertação é levantar as tensões existentes, de um ponto de vista histórico, metodológico e institucional, entre o planejamento metropolitano e as tradicionais ferramentas municipais de ordenamento territorial, na tentativa de investigar as causas da estagnação do debate sobre o metropolitano.

The metropolitan reality is a part of the Brazilian socio-spatial scenario. According to IBGE (2018), a third of the country's population lives in cities characterized as metropolises, which have increasingly diffuse municipal boundaries and dispersed demands for public services. This scenario ends up making territorial management more complex and constitutes an important challenge for the urban agenda in Brazil. This happens because of metropolis planning issues, such as transport, sanitation, housing and land use and occupation, which have to be carried out in a shared way between municipal entities. Because of those issues, this dissertation aims to contextualize the aspects that permeate the metropolitan order, both from the real and institutional point of view. This thesis also seeks to present the limitations for those urban agglomerations governances and for the elaboration of territorial planning instruments in an intermunicipal scale, especially after the implementation of National Policy for Regional Urban Planning (Metropolis Statute Federal Law no 13.085/2015) regulation, through the case study of Grande Vitória Metropolitan Regions PDUI (Integrated Urban Development Plan). In order to expand the analysis, this dissertation proposes to present a comparative view of French territorial policy, which has developed means to level up the discussion of territorial planning at the intermunicipal scale. The main objective of this thesis is to discuss the existing tensions from a historical, methodological and institutional point of view, comparing metropolitan planning with traditional municipal tools of territorial planning, in an attempt to investigate metropolitan debate stagnation causes.
