Este trabalho aborda as políticas de desenvolvimento voltadas para as principais atividades econômicas do interior do Espírito Santo, tais como a cafeicultura e o setor de rochas ornamentais, especialmente sobre as ações relacionadas ao tema Arranjo Produtivo Local (APL). Tal abordagem se mostra importante, uma vez que APL foi o principal instrumento de política regional implementada no Brasil nos últimos anos e que associa produção e território. Para tanto, além de revisões bibliográficas sobre desenvolvimento regional e APL, também são tratados o processo de desenvolvimento do Espírito Santo e o atual contexto socioeconômico de seu interior, bem como as características dos dois arranjos supracitados (café e rochas ornamentais). A pesquisa se pauta principalmente por estudos oficiais que abordaram o tema, bem como pela utilização de dados que contemplam o período entre 2006 e 2015, já que este é o principal intervalo em que se tem informações sobre o mercado de trabalho formal por município, cujas bases se referem ao antigo Ministério do Trabalho e Emprego (MTb, atual Secretária de Trabalho). Ressalta-se que muitos estudos utilizaram essas informações como base para identificação dos APLs no Espírito Santo. Com base nos levantamentos realizados, percebe-se que o cenário de duas das principais atividades econômicas do interior capixaba pouco se alterou em termos quantitativos desde o início da política voltadas para APLs, implementadas no país logo após o início dos anos 2000. Entre os fatos que contribuíram para esta situação de pouca alteração, estão questões relacionadas ao próprio conceito de APL, dada as dificuldades em se limitar os territórios e as atividades contempladas em cada um desses arranjos, uma vez que diversos estudos foram realizados e cada um acabou indicando uma região diferente da outra. Soma-se ainda o fato das próprias dinâmicas do mercado, que por si só já são capazes de alterar as estruturas produtivas. Contudo, alguns avanços são percebidos, como as discussões sobre a formação de mão-de-obra especializada, a agregação de valor para produção e a união entre as diversas instituições envolvidas com as atividades. Além disso, acrescenta-se a própria reflexão sobre a importância de se pensar em atividades econômicas a partir de determinadas delimitações territoriais.

This thesis deals with development policies aimed at the main economic activities in the Espírito Santo countryside, such as coffee growing and the ornamental stones sector, especially on actions focused on the Local Productive Arrangement (LPA) theme. Such an approach is important, since LPA was the main instrument of regional policy implemented in Brazil in recent years and that associates production and territory. For this purpose, in addition to bibliographic reviews on regional development and LPA, the development process of Espírito Santo and the current socioeconomic context within it are also addressed, as well as the characteristics of the two aforementioned arrangements (coffee and ornamental stones). The research is guided mainly by official studies that addressed the theme, as well as the use of data covering the period between 2006 and 2015, since this is the main interval in which information on the formal labor market is by municipality, whose bases refer to the former Ministry of Labor and Employment (current the Labor Secretariat). It is noteworthy that many studies used this information as a basis for identifying LPAs in Espírito Santo. Based on the surveys carried out, it is clear that the scenario for two of the main economic activities in the countryside of Espírito Santo has hardly changed in quantitative terms since the beginning of the policy aimed at LPAs, implemented in the country right after the beginning of the 2000s. Among the factors that have led to this situation of little change, there are issues related to the concept of LPA, given the troubles in limiting the territories and the activities contemplated in each of these arrangements, since several studies were carried out and each ended up indicating a region that was different from one anoother. In addition, there's the fact that the market dynamics themselves being able to alter ts own productive structures. Nevertheless, there are some are perceived advances, such as discussions about the formation of specialized labor, the addition of value for production and the union between the different institutions involved with the activities. Furthermore, there is an analysis about the importance of thinking about economic activities, based on certain territorial boundaries.
