O presente trabalho tem como objetivo contribuir com conteúdo direcionado à atuação na cidade real, que desde sempre se constituiu com pouca colaboração profissional. A pesquisa parte da hipótese de que existe um conjunto de práticas na área habitacional e de urbanização de favelas, realizado pela Prefeitura de Diadema, no ABC paulista, que foi construído, em sua essência, ao longo das três primeiras gestões petistas (19831996). Esse trabalho foi desenvolvido por diferentes agentes, incluindo os vários setores e profissionais da Prefeitura, junto aos movimentos sociais, com lideranças que se mantêm presentes e atuantes ao longo de algumas décadas, colaborando com o engajamento da população com as políticas habitacionais. Essa Assessoria Técnica construída pelo poder público municipal em diferentes oportunidades contou com a colaboração de agentes externos; equipes multidisciplinares contratadas, o movimento de moradia em âmbito nacional e outras esferas do governo. É possível reconhecer ao longo do período estudado um mesmo fio condutor: a busca pela mudança do cenário de desigualdade por meio da cooperação. Ao final, será interessante compreender como esta Prefeitura conseguiu consolidar suas ações, dentro de uma lógica de valorização do poder local, do contexto das necessidades que emergiram na cidade, e teve capacidade para administrar parcerias dentro de uma perspectiva descentralizada e que visa à democratização. Assim, é possível reconhecer uma trajetória que nos dá lições práticas sobre como atuar dentro do universo ainda frágil da Assessoria Técnica para Habitação de Interesse Social (ATHIS). Existe um know-how nessa Prefeitura que reforça o sentido social de diferentes profissões e contribui com conhecimentos que podem ser aplicados em áreas vulneráveis do território nacional que carecem de maior contribuição profissional e visão de parceria com a população.

The present work aims to contribute with content aimed at acting in the real city, which has always been constituted with little professional collaboration. The research starts from the hypothesis that there is a set of practices in the housing policy and urbanization of favelas, carried out by the Diadema City Hall, in the ABC region of São Paulo, which was built, in essence, during the first three Workers Party (PT) administrations (19831996). That work was developed by different agents, including the various sectors and professionals of the City Hall, together with social movements, with leaders who remain present and active over a few decades, collaborating with the population's engagement with housing policies. That technical assistance built by the municipal government, on different occasions, had the collaboration of external agents; multidisciplinary teams hired, the national housing movement and other spheres of government. It is possible to recognize the same common thread over the period studied: the search for changing the scenario of disparity through cooperation. In the end, it will be interesting to understand how this City Hall managed to consolidate its actions, within a logic of valuing local power, in the context of the needs that emerged in the city, and was able to manage partnerships within a decentralized perspective that aims at democratization. Thus, it is possible to recognize a trajectory that gives us practical lessons on how to act within the still fragile universe of the Technical Assistance in Social Housing (ATHIS, in Portuguese abbreviation). There is a know-how in this City Hall which reinforces the social meaning of different professions and contributes with knowledge that can be applied in vulnerable areas of the national territory that lack greater professional contribution and vision of partnership with the population.
