A pesquisa centra-se na temática do atendimento habitacional provisório na cidade de São Paulo. Seu objeto consiste no crescimento extraordinário ("boom") do Auxílio Aluguel ao longo da primeira metade da década de 2010. Para apreender o crescimento do número de cadastramentos para seu recebimento, aparentemente desordenado, primeiramente apresentamos seus antecedentes e o contexto no qual foi criado. Em seguida, buscou-se identificar a sua operacionalização ao longo dos primeiros anos após a sua criação, quando atingiu o elevado número de beneficiários que até o presente momento se mantém. Para tanto, analisamos o Programa Municipal de Urbanização de Favelas implementado ao longo da gestão de Gilberto Kassab (DEM, PSD, 2006-2012), que foi celebrado politicamente, ganhou destaque midiático e cujos projetos obtiveram prestígio internacional. Identificamos que esse programa gerou um impacto social negativo, uma vez que seus projetos não atenderam a densidade habitacional prévia das favelas, contando com grande número de remoções e provendo um número insuficiente de unidades habitacionais. Tal situação resultou no surgimento de um grande passivo de famílias removidas e não reassentadas, às quais foi relegado o cadastramento para recebimento do Auxílio Aluguel e um termo de compromisso de atendimento habitacional definitivo. Em seguida, empreendemos um estudo de caso na favela de Paraisópolis, cuja urbanização foi contemplada com alguns dos projetos internacionalmente premiados do Programa de Urbanização de Favelas e que conta com o maior número de beneficiários de Auxílio Aluguel no Município. Constatando que o desequilíbrio entre remoções e reassentamentos não era suficiente para explicar a alta quantidade de Auxílios Alugueis concedidos, descrevemos o processo de negociações informais e disputas políticas que envolveram o cadastramento para seu recebimento. À luz da conjunção destes três fatores - desequilíbrio, negociações informais e disputas políticas -, foi possível elucidar os dados numéricos encontrados. Ao final do trabalho apresentamos fatos ocorridos após o recorte temporal estabelecido e fizemos apontamentos teóricos que podem subsidiar a continuidade da discussão e reflexão a respeito do Auxílio Aluguel.

This research concerns the Auxílio Aluguel, a provisory housing provision policiy through rent subsidy in the city of São Paulo. Its object is the extraordinary growth ("boom") of the Auxílio Aluguel during the first half of the 2010 decade. To understand the apparently irrational growth of enrollments to receive the benefit, we first present its antecedents and the context in which it was created. After that, we identify the way it was operated throughout the first years after its creation. During this period of time, it achieved a high number of enrolled families that persists up to today. For this purpose, we analyse the Slum Upgrading Policy over the Gilberto Kassab's administration (DEM, PSD, 2006-2012). Such policy was politicaly celebrated, gained media attention and its projects obtained international prestige. We detected that this program resulted in a negative social impact, taking into account that it relied on a great number of evictions and its projects didn't fulfil the levels of populational density. Such situation resulted in the emergence of a high number of evicted and not resettled families. These families were registered to receive the benefit while waiting for a promised dwelling. Subsequently, we carried out a case study in the Paraisópolis slum, which is currently the place that has the highest number of enrolled families in São Paulo and received some of the most important projects of the former Slum Upgrading Policy. We recognized that the gap between evictions and resettlements weren't enought to explain the high quantity of people entitled to the benefit. Based on this, we described the process of informal negotiations and political disputes that involved the enrollement for the receiving of the benefit. In the light of these three factors - the gap between evictions and resettlements, informal negotiations and political disputes - it was possible to clarify the current number of enrolled families. To conclude, we present discussions that occured after the period analysed in this essay and make theoretical analysis to provide subsidy for the discussion and reflection on the Auxílio Aluguel.
