Esta dissertação visa identificar como se deu a ocupação irregular do solo na cidade de São Paulo, focando o advento das favelas e demonstrando as formas de atendimento adotadas pelas Políticas Habitacionais, tanto no âmbito federal quanto municipal. São apresentados dados estatísticos dos aglomerados subnormais no município, por meio de levantamentos do Censo Demográfico do IBGE e da base de dados HABISP, elaborado pela Secretaria Municipal da Habitação/ SP. Este trabalho conta com dois estudos de caso, das maiores favelas paulistanas: Heliópolis e Paraisópolis. A partir da análise dos levantamento do processo histórico de formação de São Paulo e de suas favelas, seu crescimento e características econômicas, sociais e urbanas, assim como das imposições legais, serão apresentadas algumas alternativas que estão sendo adotadas, no decorrer dos últimos anos, em prol da melhoria das condições habitacionais da população residente nestes aglomerados subnormais e os primeiros passos para uma urbanização mais sustentável.

This thesis aims to identify how was the illegal occupation of land in the city of São Paulo, focusing on the emergence of slums and demonstrating ways to care Housing Policies adopted by both the federal and municipal levels. It contains statistics of subnormal settlements in the municipality, through surveys of demographic census of IBGE "Brazilian Institute of Geography and Statistics" and database HABISP "Information System for Social Housing" developed by the Housing Municipality of São Paulo city.. Specifically, two case studies of the largest illegal occupation in São Paulo city: Heliopolis and Paraisópolis communities. This exploratory research encompassed the historical process of São Paulo city´s development analyzing its economic, social and urban characteristics as well as legal and illegal requirements, we will present some alternatives that are being adopted in the course of recent years, for the improvement of housing conditions of the population living in these substandard clusters and the first steps to a more sustainable urbanization.
