A pesquisa discute as condições de apropriação e produção do espaço na cidade de São Paulo, através da atuação dos movimentos sociais de moradia. Problematiza a hipótese de que os movimentos sociais possuem um papel ativo na produção da Política Pública de Habitação, com reflexos na constituição e produção do espaço da cidade. Para tal, detalha os direcionamentos da Política Habitacional e a interlocução realizada pelo Estado entre vários atores que interferem no processo de produção e reprodução do espaço urbano. A pesquisa analisa também as lutas e embates realizados pelos movimentos de moradia na constituição da política habitacional, os espaços construídos por estes movimentos sociais, a utilização da infra-estrutura da cidade, as mudanças nas condições da mesma com as reivindicações e atuação dos movimentos sociais. Dessa forma, objetivou discutir a vivência que as famílias envolvidas com os movimentos sociais urbanos possuem destes espaços. Entrevistaram-se vinte sujeitos, na vertente fenomenológica, e os depoimentos discriminaram quatro temas, agrupados em unidades de significado, que apontaram as principais convergências, divergências e a estrutura geral do fenômeno. As proposições que emergiram demonstraram as dificuldades de constituição de uma Política Habitacional em parâmetros que minimizem ou revertam as condições espaciais de desigualdade, sempre sob a ótica da própria limitação da Política Habitacional na definição do processo de produção do espaço. Trouxeram, por outro lado, as possíveis condições de apropriação da política instituída, o que aponta para encaminhamentos e condições para superação das limitações que a própria Política Habitacional possui na indução da produção do espaço.

The research debates about the appropriation conditions and the space production in the city of São Paulo through the acting of the social home movements. It discuss the hypothesis that the social movements have active role in the Housing Public Policy production and its role reflecting the city spatial constitution and production. It details the redefinition directions of the Housing Public Policy and the mediation that State´s do between the various actors who interfere with the production and reproduction processes of the urban space. This research analyses the struggles and the confrontation achieved by the housing movements in the housing policy constitution, the spaces that were built by these social movements, the utilization of the city infra-structure and the modificiations of their conditions together with the claims and acting of the social movements. Therefore, the goal here was to discuss the ways of these families existence involved with the urban social movements and the urban spaces. Twenty individuals were interviewed, through the phenomenonlogical tendency, and the resulting testimonials had distinguished four themes, grouped in meaning unities that had pointed out the main disagreements, agreements and the general structure of the phenomenon. The emerged propositions had shown the difficulties of the constitution of the housing policy and their parameters that minimize or reverse the spatial conditions of inequality, always under the point of view of the housing policy limitation in defining the spatial production process. On the other side, they had brought the possible conditions of the established appropriation policy which in turn points to the directions and conditions to overcome the housing policy limitations in the space production induction.
