Este trabalho de doutoramento destinou-se a compreender o que muda na vida dos realocados para os conjuntos de interesse social, visto que, na atualidade, a política de habitação nacional opta pela mudança desses moradores dos seus locais originais. Todavia, os conjuntos habitacionais de interesse social, construídos nas últimas décadas, tendem a manter os realocados próximos aos seus assentamentos de origem. Para a pesquisa de campo foi escolhida a cidade de Recife, por seu histórico de lutas sociais em favor ao direito à moradia e à terra para os pobres urbanos. Já o objeto de estudo empírico foi a Via Mangue - corredor viário expresso localizado na zona sul da cidade, construído por ocasião da Copa do Mundo de 2014 - e seus conjuntos de habitação de interesse social de realocação. O conjunto Via Mangue III foi escolhido para realização da pesquisa de campo. Para análise do fenômeno da realocação somou os dados obtidos em campo, a uma seleção de autores da antropologia e do planejamento urbano, de forma que se obtivesse um entendimento o mais próximo da realidade da mudança de vida dos realocados para os conjuntos. O resultado alcançado nesse trabalho demonstrou que, embora tenha havido avanços nas políticas públicas de habitação brasileiras, tais ações ainda estão muito distantes de se adequarem às necessidades, aos anseios e aos modos de vida do pobre urbano, pois esse tem um modo peculiar de viver na metrópole, composto por códigos, moral e cultura diferenciados.

The purpose of this doctoral dissertation was to understand the changes in the life of relocated residents living in the public low-income housing in view of the fact that national policies opt for moving dwellers away from their original locations. However, public housing of social interest in the last decade tends to keep relocations near their settlements or even in the same place where low-income settlements existed before. The field research place was the city of Recife because of its historical social struggles in favor of urban land and housing for the poorest. The objective of the empirical study of low-income relocations was in the Via Mangue and its housing units; this is an expressway located in the southern area of the city, built appropriately during the 2014 World Soccer Cup. The unit selected for the field research was Via Mangue III. To analyze the relocation events, along with the field data obtained, urban planning and anthropological authors were selected as a theoretical base in order to get a closer understanding of real-life changes in those families relocated to the housing units. The outcome of this work showed that although there have been improvements in Brazilian housing public policies, these actions are very distant from the adequate needs, wishes and lifestyles of the urban poor who have a peculiar way of living in a metropolis comprised of codes, moral and cultural differences.
