Esta dissertação tem como objetivo investigar os nexos entre o projeto urbano e o conceito de Desenvolvimento Local. Estas relações são analisadas por meio da noção de Projeto Urbano de Desenvolvimento Local, expressão cunhada por Somekh e Campos Neto (2005) para se referir a projetos urbanísticos pautados pela potencialização dos recursos endógenos e atendimento de demandas locais como habitação, equipamentos públicos, espaços livres de qualidade, preservação do patrimônio cultural e fortalecimento das cadeias produtivas locais, em contraste, portanto, com a perspectiva do planejamento estratégico, que prioriza o valor de troca elemento através do qual se realiza o capital sobre o valor de uso, aquele que privilegia o espaço de realização da vida cotidiana. A pesquisa utiliza o estudo de caso da intervenção do Programa Monumenta, do governo federal, em São Francisco do Sul (SC). A escolha do Monumenta deve-se ao fato de o programa ressaltar como objetivo estruturante das propostas a promoção do Desenvolvimento Local nos municípios em que atuou, intervindo em espaços livres, implantando equipamentos públicos, promovendo ações de conservação do patrimônio cultural e fomentando atividades econômicas. Por meio de pesquisa documental, entrevistas e imersão presencial, cabe-nos, portanto, analisar em que medida o Monumenta de fato se aproximou do conceito, atuando sob lógicas endógenas, e em que medida suas ações se mostraram conflitantes com as potencialidades e demandas locais. Simultaneamente a esta tarefa, outro objetivo deste trabalho é analisar as transformações espaciais do projeto urbano estudado e suas relações com as transformações na dinâmica cotidiana do território no que se refere aos usos, à relação com o patrimônio cultural, às práticas sociais, às formas de apropriação dos espaços livres e equipamentos de uso público. Por fim, procuramos apontar qual o legado urbanístico, político e simbólico do programa para a construção de um horizonte de pensamento e ação dedicado à elaboração de projetos urbanos que sejam capazes de atender às demandas e aspirações coletivas.

This dissertation aims to investigate the links between urban projects and the concept of Local Development. These relationships are analyzed through the notion of Urban Project for Local Development, an expression coined by Somekh and Campos Neto (2005) to refer to urban projects guided by the potentialization of endogenous resources and the concern to respond to local demands such as housing, public facilities, qualified opan public spaces, preservation of cultural heritage and strengthening of local production chains, in contrast, therefore, with the perspective of strategic urban planning, which prioritizes exchange values the element through which capital is realized over use value, one that privileges the space for carrying out everyday life. The research uses as case study the intervention of the Monumenta Program, of the federal government, in São Francisco do Sul (SC). The choice of Monumenta is due to the fact that the program emphasizes as a structuring objective of the proposals the promotion of Local Development in the municipalities in which it operates, intervening in open spaces, implementing public facilities, promoting actions for the conservation of cultural heritage and promoting economic activities. Through documentary research, interviews and face- to-face immersion, it is up to us, therefore, analyze to what extent Monumenta actually approached the concept, acting under endogenous logics, and to what extent its actions were in conflict with local potentialities and demands. Simultaneously with this task, another objective of this work is to analyze the spatial transformations of the urban project studied and its relations with the transformations in the daily dynamics of the territory in terms of uses, the relationship with cultural heritage, social practices, forms of appropriation of open spaces and equipment for public use. Finally, we seek to point out the urban, political and symbolic legacy of the program for the construction of a horizon of thought and action dedicated to the elaboration of urban projects that are capable of meeting collective demands and aspirations.
